Oakes Children’s Center, Inc. (Oakes) is a non-profit educational and mental health services provider located in San Francisco’s Mission District. Mission: The mission of Oakes Children’s Center is to provide educational and therapeutic services to children with emotional disturbance and/or developmental delays. We provide highly enriched emotional, psychological and educational support to these children and their families. We help the children to develop the skills
and self-awareness necessary to continue learning and to fully realize their potential within the community.
Oakes Children’s Center’s programs include
Non-Public School
Counseling Enriched Educational Program (CEEP, formerly Day Treatment)
Public School-Based Mental Health Program
Out-Patient Mental Health Clinic
The educational/clinical team includes credentialed special educators, Mental Health Therapists, Social Workers, Psychologists, Psychiatrists, Behavior Analysts/Specialists and supervised graduate students in psychology.
Special education services include individual and small group instruction, behavioral management, adaptive physical education, transition services and transportation.
Oakes is certified by the State Department of Education as a Non-Public School and is funded by local School Districts, the San Francisco Department of Public Health, Behavioral Health Services as well as private donors and foundations.
Summary: The Executive Director is responsible for managing the human, financial, and program resources of the organization in service of the organization’s mission. The Executive Director is responsible and accountable for all aspects of the quality of Oakes programs, for the organization and for implementing the policies set by the Board of Directors. The Executive Director is responsible for maintaining relationships with families, students and the larger community. The Executive Director reports to the Board of Directors through the Board President and works collaboratively with all Board Committees.
MAJOR DUTIES AND RESPONSIBILITIES:
Leadership and Management
Implement and execute all Board decisions and policies.
Develop strategies and implement them to meet the impact of the challenges associated with Oakes’ mission, client base, staff and funding.
Develop and implement change management strategy in collaboration with the Board of Directors.
Administration
Oversee day-to-day operations and administration of the agency.
Maintain official records and documents.
Ensure compliance with personnel policies and state and federal regulations on workplaces and employment.
Oversee that the physical premises are maintained to the highest standard including maintenance, security, insurance and appropriate use of the facility.
Communication
Stay knowledgeable about current special education policy and law, especially local developments and their relationship to the education and placement of children at the center.
Establish and maintain positive relationships with referral sources and other community agencies to keep abreast of referral needs and reactions to agency services.
Participate with other community mental health and education agencies in planning and coordinating services.
Perform outreach, public relations, and be the community liaison for the organization serving as an effective spokesperson for the agency; represent the programs and point of view of the organization to agencies, organizations, and the general public.
Human Resources
Oversee hiring and orientation of new employees; recruit and retain a diverse staff.
Ensure appropriate job descriptions are developed and that regular performance evaluations are conducted and documented.
Provide direct supervision of Clinical Director, School Director, HR Manager, Finance Manager, and the Building and Transportation Manager.
Serve as liaison with all contract employees (Medical Director, Partnership Supervisor Psychologist).
Attend scheduled Staff meetings.
Establish and maintain staff development and training programs.
Facilitate staff input in program development.
Divide and assign work effectively, delegating appropriate levels of freedom and authority.
Maintain a climate which attracts, keeps, and motivates a diverse staff of top quality people.
Be available, approachable, and responsive to staff.
Financial Management
Take primary responsibility for financial management of the organization, including collection of revenues, controlling expenses and protecting assets.
Assure adequate control and accounting of all funds, including developing and maintaining sound financial practices.
Maintain official records and documents, and ensure compliance with federal, state, and local regulations and reporting requirements (such as annual information returns; payroll withholding and reporting, etc.)
Execute legal documents.
Work with the management staff and Board of Directors in preparing and submitting a budget in a timely manner; see that the organization operates within budget guidelines.
Monitor and authorize expenditures in accordance with approved budget.
Ensure that grants are submitted and overseen in a timely way; assure that all funds are disbursed in accordance with contract requirements and donor designations.
Programs – Clinical/Educational Services:
Provide vision and leadership in developing program and organizational plans with Board of Directors and staff.
Develop, implement, oversee and evaluate Oakes’ treatment and educational programs for children, in collaboration with the management team and staff.
Demonstrate creativity and initiative in creating new programs and enhancing existing programs.
Ensure compliance with all reporting requirements and documentation standards for school districts, community mental health and other funders.
Ensure preparation of all budgets for contracts, programs and grant requests.
Participate in case consultation with therapeutic/educational teams weekly to ensure coordination between various aspects of the program.
Oversee the Graduate/Internship Training Program and its integration in to agency service delivery.
Board Relations
Advise the Board of legal changes that are relevant to the organization’s effective functioning.
See that the board is kept fully informed on the condition of the organization and all important factors influencing it.
Ensure effective Board and staff communications, and ongoing Board education.
Develop, maintain, and support a strong Board of Directors.
Fundraising and Development
Lead in revenue generation, including raising funds from a variety of sources to equal or exceed budget, in a manner that is in line with the mission and conducive to success in the future.
Work collaboratively with the Fund Development Committee and other board members to carry out all fundraising activities.
Responsible for the preparation and submission of grant applications and reports to institutional funders.
Responsible for prospect research in institutional funding.
Develop new streams of earned income.
Ensure that all contributions are promptly, accurately, and legally acknowledged and recorded.
Initiate and sustain collaborative partnerships.
Responsible for Education and Community Engagement programs.
QUALIFICATIONS
Minimum of three years’ experience in a non-profit agency at a senior management level.
Demonstrated ability to lead clinical, educational, and administrative staff.
Skilled in both programmatic and administrative supervision.
Experience working with clinicians and educators in a variety of settings.
Experience with program planning and financial management is highly desirable.
Demonstrated ability to work with parents, staff, Board of Directors, community groups and agencies.
Experience working with community-based programs.
Working knowledge of mental health and educational systems in San Francisco.
Successful completion and certification of Pro-ACT training to be provided by Oakes at next available training.
Minimum of a Graduate degree in social work, psychology or related field.
