Finance Director, DSRIP – New York City Health and Hospitals Corporation

(Senior Director)

Position Description

The Finance Director of OneCity Health, the Performing Provider System (“PPS”) led by the New York City Health and Hospitals Corporation (“HHC”), will be the primary liaison between the Central Services Organization (“CSO”), HHC Finance, and the PPS partners. S/he will develop and manage the budget of the PPS and its Central Services Organization (“CS0”), and be responsible for all financial reporting on behalf of the PPS. Initially, the Finance Director, in collaboration with HHC’s Finance Division, will lead the development of financial policies and plans for the PPS, as well as work directly with the community-based partners on the develop of project and partner specific budgets. The Finance Director will work closely with HHC’s finance staff to ensure the payment of funds to PPS partners for their efforts in assisting the PPS with achieving the goals of New York State’s Delivery System Reform Incentive Payment (“DSRIP”) Program. S/he will manage the overall PPS & CSO budget, and develop detailed planning and forecasting documents and processes for the organization. The Finance Director will be responsible for all financial reports required by the State on behalf of the PPS and report to the PPS governing committees. This role will require a strong healthcare-based background in financial analyses and modeling, as well as strong interpersonal and communication skills.

Given the CSO’s corporate relationship with HHC, the Finance Director will work closely with HHC finance staff, assuring conformance with all applicable HHC financial policies and procedures. The Finance Director will also work closely with his/her counterparts in the other CSO functional areas, including workforce, communication, information technology, and reporting and analytics, to provide the PPS and its partners with a high level of service and support. In addition, the Finance Director will need to form close working relationships with other key PPS stakeholders, including the borough-based Hub Network Directors and HHC- and community-based leaders, as well as select city and state budget and finance officials.

Core Job Responsibilities

Developing a formal financial plan for the PPS, including project-specific pro formas and staffing plans.
Managing the distribution of DSRIP funds to health care providers and other community based organizations supporting the PPS, which may include management of third-party relationship for some portion of contract administration
Overseeing the development the CSO’s annual budget. Implement budgetary controls in accordance with HHC and DSRIP policy.
Overseeing financial forecasting processes.
Overseeing the completion and communication of financial reports, including the financial reports required by the state.
Establishing and maintaining sound financial controls and record keeping, in collaboration with HHC Finance.
Providing strategic insights to senior leaders based on financial analyses.
Working with the COO and HR Director to perform workforce productivity reviews and develop quarterly FTE forecasts for the PPS.
Providing support for vendor contract management.

Education and Experience

Bachelor’s degree required, preferably in accounting, finance, or business.
Master’s in business administration (MBA), master’s in healthcare administration (MHA), or a related field preferred.
Active CPA license.
Experience in budgeting and financial analysis.
7+ years of work experience in the accounting/finance field for an integrated health system, health plan, ambulatory care setting or population health organization.

Superior ability to multi-task, work under pressure, meet deadlines and thrive in a fast-paced work environment.
