Financial Analyst / Payroll Administration Backup – OPCC – Santa Monica, CA

OPCC offers seven core services that provide support in the areas of housing, domestic violence, physical health, mental health, life skills/wellness, income services and substance abuse.

Responsibilities:

We are seeking a Financial Analyst with payroll preparation skills and a positive outgoing personality to join our team at a leading Santa Monica based Social Service Agency that has served the community for 50 years. This is an opportunity to bring your analytical and organizational skills to a continually growing and vibrant organization. This position reports directly Finance Director.

Grant Reporting & Analysis:

Preparation and assistance in preparation of monthly and periodic funding source reports.

Support and analysis needed to create budgets for funding applications.
Draft budgets and provide fiscal information for new grant applications and renewals.
Monitoring of financial performance on government contracts and analysis needed to create budget modifications.
Work with Contracts and Grants Manager to review contract compliance on fiscal issues to ensure OPCC meets all contractual obligations and follow through to ensure policy and procedural issues are addressed according to OPCC’s ethical standards and quality.
Involvement in preparation of periodic funding source reports and tracking of payments to OPCC from government contracts.
Work with Payroll Administrator to update employee salary allocations according to contract changes.
Preparation of adjusting journal entries as necessary for government contracts and assigned functional responsibilities.
Preparation for contract and grant monitoring and audits.
Involvement in preparation of any schedules, planning, or other needs related to our annual audit, including the A-133 Single Audit.
Perform Balance Sheet account reconciliations, account analysis, accrual calculations, and other related accounting documents/schedules.
Additional organizational analysis and reporting as needed.

Payroll Administration Backup:

Full preparation and completion of online bi-weekly payroll for 180+ employees when Payroll Administrator is not available for reasons of vacation, sickness, or other unforeseen circumstances. This requires the same knowledge base as the Payroll Administrator. Potentially growing to 300+ employees within the year.

Ensure employee changes are entered correctly by Human Resources and made on a timely basis; review changes for proper authorization and compliance with federal/state/local regulations.
Review and ensure time and project allocation accuracy of supervisor/employee approved timesheets; interact directly with supervisors/employees to correct errors.
Track and deduct all special payroll deductions.
Garnishment calculation and compliance.
Calculation and preparation of manual termination and circumstantial check requests.
Training of new hires as needed on proper utilization of online payroll system.
Field and resolve all supervisor and/or employee issues related to payroll.
Payroll journal entries.
Preparation of entire payroll no less than once every 3 months to remain knowledgeable about the payroll process and ongoing issues.

Special projects and other duties as assigned. Including additional cross training as backup for other staff members in case of emergencies.

Qualifications:

BA in accounting or equivalent experience.
Minimum 3 year experience in Not for Profit and/or government contract accounting, analysis, and budget management (a masters degree may serve in lieu of one year of experience).
Minimum 2 year payroll administration experience running payroll online for 200+ employees.
Demonstrated knowledge of acceptable accounting practices and procedures.
Demonstrated knowledge of auditing practices and procedures.
Demonstrated ability and willingness to assist in analysis, budget development, and contractual compliance.
Demonstrated excellent organizational abilities, attention to detail, and proficiency in prioritizing assignments for timely completion of projects.
Excellent writing and interpersonal skills.
Excellent skills in Microsoft Excel, and mastery of computer software including Microsoft Word, email, and internet.
Working knowledge of Financial Edge and/or Paycom is helpful.
