Central City Concern is a non-profit social service and housing agency whose mission is to provide pathways to self-sufficiency through active intervention in homelessness. CCC provides many services, such as chemical dependency treatment, employment services, housing, medical services, and other related services, to a diverse population. TITLE: Chief Information and Technology Officer – 100%

SHIFT: Monday through Friday, 8:00am to 5:00pm

The Chief Information and Technology Officerwill provide innovative and solution-focused strategic leadership to meet CCC’s changing technological needs. The Chief Information and Technology Officer is responsible for anticipating and responding to large-scale IT challenges and providing vision for ongoing information systems development that prioritizes the needs of programs that provide direct service to clients and enables CCC leaders to manage through data. This position acts as the most senior technical resource in the following fields: application design and development, data networking, database development and administration, systems administration, telephony and technical support, and electronic medical records. This position is also responsible for overall quality assurance, security, IT internal customer service, and development of IT data and information.

DESCRIPTION OF DUTIES:

1. Work as part of the CCC Executive Leadership Team to develop agency strategic direction and to ensure the long term health, effectiveness, and strength of the organization.
2. Develop and maintain strong relationships external to the organization with funders, peers, and other industry partners as appropriate to best serve the needs of the health of the assets and organization.
3. Develop and maintain strong customer service-based relationships with internal customers within CCC to promote excellence and efficiency in client care.
4. Design and promote systems to enable access and transparency of client- and population-level data, with a subsequent aim of providing infrastructure for just-in-time reporting and data analysis.
5. Represent CCC in community and public discussions, forums, and in planning and committee settings.
6. Work strategically with executive management staff in order to produce innovative, accessible, and valuable IT solutions to agency needs.
7. Work closely with senior management to coordinate data systems policies and procedures.
8. Provide vision and leadership in all aspects of IT/IS management and operations.
9. Approve all major system hardware and software purchasing decisions.
10. Set the agency’s overall technology standards and practices.

11. Maintain data files and monitor system configuration and ensure data integrity.
12. Responsible for budgeting of IT/IS which includes budget analysis and tracking.
13. Responsible for purchases, leases and contracts associated with IT and IS as well as donations and vendor meetings.
14. Approve and maintain current list of hardware and software suppliers, vendors and service providers.
15. Monitor and review vendor compliance of requested work and work guaranteed by leases and contracts.
16. Oversee the installation and maintenance of hardware, software, and network.
17. Analyze future needs to make recommendations for improvement.
18. Research and implement new technologies.
19. Develop and implement network security.
20. Conduct periodic system reviews, inspections and evaluations.
21. Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners’ and outside providers’ patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediate reporting of any PHI breach of CCC or outside provider health records to the CCC Legal and Quality departments, as well as to the program administrator.

SKILLS AND ABILITIES:

1. Broad theoretical and technical knowledge and knowledge of critical organization practices and goals, with expert knowledge in at least one of the technical specialties.
2. Knowledge and experience in Health Information Technology including EMR implementation and customization.
3. Expert understanding of complex information systems operating across multiple operational and legal environments.
4. Ability to engage with diverse staff and leadership to promote trust, collaboration, and partnership between programs and the IT/IS department.
5. Demonstrated ability to understand and compose complex oral and written communications including contracts, laws, rules, grants, policies and procedures.
6. Knowledge of budgeting practices and procedures.
7. Ability to manage time and meet deadlines
8. A proficient understanding of existing and developing IT solutions available to CCC.
9. Demonstrated ability to effectively lead staff.
10. Ability to conduct job responsibilities in a highly collaborative management model.

MINIMUM QUALIFICATIONS:

1. Bachelor’s degree in Information Technology/Systems or a related field required. Master’s degree preferred.
2. Minimum of 10 years professional experience in managing information technology and information systems.
3. Must have extensive knowledge of database applications, software development, network administration, telephony, hardware and Windows-based computing environments.
4. Experience in project management.
5. Comprehensive understanding of setting up network and data security as it relates to HIPAA and SB-583 (Oregon Consumer Identity Theft Protection Act)
6. Demonstrated technical leadership and supervision of technical staff.
7. Experience in budgeting.
8. If a recovering chemically dependent person, a minimum of two years sobriety is required.
9. Must pass a pre-employment drug screen, TB test, and background check.
10. Must possess a current driver’s license, access to a vehicle, qualify as an Acceptable Driver as designated in Central City Concern’s Fleet Safety policy. Must pass an initial drivers training within 60 days of being an approved driver and continued recertification training. Must maintain vehicle insurance coverage of a minimum of $100,000/$300,000 personal auto liability coverage.
11. Will be required to carry an agency cell phone for work use. Cell phone will be provided by Central City Concern.
12. Must adhere to agency’s non-discrimination policies.
