Benefits Assistance Specialist/Facilitated Enroller

We are seeking 2 motivated, self-starting individuals to join our Benefits Outreach Program. This is an excellent opportunity for anyone interested in gaining non-profit administration, community outreach, program implementation experience within the non-profit field. Fluency in a language other than English is preferred.
Program Description: Benefits Assistance Spacialist/Facilitated Enrollers (FEs) will work with clients at prioritized sites serving the Aged, Blind, and Disabled population to determine eligibility for public health insurance and educate consumers about insurance options, benefits, length and terms of coverage and application process as well as about managed care, health plans, and primary/preventive care. They will provide guidance to consumers on required documentation and assist consumers with applications. FEs will utilize an Electronic Application System to transmit completed applications for QA review. They will follow up with consumers about application status and assist consumers to resolve any problems and answer questions about coverage. FEs will attend all required trainings and also conduct community outreach.
Roles and Responsibilities may include, but are not limited to:
Conduct outreach and identify potential clients at sites and screen for eligibility.
Help individuals apply for Medicaid-related programs at the time of initial application and at annual renewal.
Walk applicants through the application process step by step, including providing an overview of required documentation.
Educate and inform eligible applicants about managed care and how to access benefits in a managed care environment including distribution of approved information materials. Objectively inform all applicants eligible to participate in a managed care plan.
Understand any specific health needs of the applicant and make suggestions to help the applicant select the appropriate plan to meet current health care needs.
Case-manage applications; follow up with applicants to ensure that the application and required documentation are complete.
Provide all applicants with information about the right to appeal to the LDSS regarding eligibility determinations and health plans about benefit decisions. Information regarding the right to file appeals/complaints will be discussed with all applicants.
Travel to sites throughout all five boroughs
Work with a team of older adult volunteers
Outreach: When not involved in application completion, FEs will conduct outreach involving informal assessment of insurance status and identification of clients that are entirely uninsured or who may have lapses in coverage. Based on the informal assessment process, FE staff will attempt to engage uninsured seniors in the screening and application process.
