POSITION: Health Information Systems Project Manager

DEPARTMENT: Administration

LOCATION: Native American Health Center, Inc. (NAHC) – All sites

REPORTS TO: Chief Operating Officer

WORK HOURS: Full Time,40 hours/week, 100% FTE

STATUS: Non-Union,Exempt

Position Summary

The Health Information Systems Project Manager (HIS-PM) will execute the successful implementation and administration of Health Information Technology systems at NAHC. The HIS-PM will ensure information is distributed across all sites.
Duties and Responsibilities

Health Information Systems Project Management

Develop project plans that outline all deliverables, timetables for when they will be achieved, and contingency plans.
Manage and update project plans, ensuring deliverables are met on-time and within budget.
Manage the project budget and ensure all deliverables are met within budget limitations.
Create HIT project teams and develop Charter Agreements that outline all HIT project teams’ deliverables, expectations, ground rules, and roles and responsibilities.
Provide staff supervision for the EHR Project Assistant, Applications Specialist and the Information Systems Database Technician in areas of: hiring, firing, disciplining of staff, conducting evaluations and processing of timecards for supervisees.
Oversee documentation development for NextGen, i2i, and other health information systems.
Communicate regularly with clinical and administrative staff about issues relating to quality and the effectiveness of the HIT systems performance, data capture, workflow and data reporting.
Coordinate and oversee project teams, HIT interns and HIT consultants. Assist teams with developing a work plan and in meeting goals and objectives.
Keep NAHC management up to date on project progress, challenges, and potential barriers.
Work with all necessary internal and external stakeholders to ensure that all NAHC clinical, data and operational needs are met.
Ensure provision of training and technical assistance for staff.
Facilitate the purchase and conversion of all hardware and software.

Health Information Technology Systems Administration

Ensure system functionalities are maximized to meet the needs of the organization.
Ensure protocol-specific data review and entry guidelines are developed and disseminated in a timely basis.
Ensure timely and appropriate allocation of usernames, passwords and security rights.
Manage support tickets with HIT system vendors.
Ensure system customizations are made in a timely manner, and that all stakeholders are notified.

Informatics Management

Participate in the development and updating of health information management and clinical informatics policies and procedures in conjunction with the Chief Health Officer and/or their delegate.
Ensure staff are trained on the health information management and clinical informatics policies and procedures.
Provide staff supervision for the Clinical Data Manager in areas of: hiring, firing, disciplining of staff, conducting evaluations and processing of timecards for supervisees.
Ensure timely internal and external clinical data reporting is complete.
Coordinate interdepartmental reporting.
Quality Improvement: Actively participate in internal quality improvement teams and work with members proactively to drive quality improvement initiatives in accordance with the mission and strategic goals of the organization, federal and state laws and regulations, and accreditation standards, when assigned.
Resolve staffing issues and facilitate conflict resolution for staff under direct supervision. Hire, discipline, evaluate and terminate staff in coordination with the Human Resources department.
Effectively lead and retain your staff by fostering a team environment and providing opportunities for staff to develop new skills
Must maintain compliance with ergonomic safety standards; be mindful of posture and regularly practice ergonomic stretches.
Safety: Responsible for ensuring that all duties, responsibilities and operations are performed with the utmost regard for the safety and health of all personnel involved, including themselves.
Safety: Take appropriate corrective actions to address matters pertaining to employee health and safety that have been brought to their attention.
Works extremely well under pressure, meet multiple and often competing deadlines.
At all times demonstrate cooperative behavior with supervisors, subordinates, colleagues, clients and the community.
Other duties as assigned by Supervisor.

MINIMUM Qualifications

Must have a Bachelor’s Degree or higher, and work experience providing both administrative and project management support.
Must have excellent communication skills – both written and verbal.
Must be able to interpret and deliver information in an accurate and concise manner; must be able to summarize information & documents well.
Must have excellent computer skills and familiarity with other electronic communication equipment and tools. Must have working knowledge of Windows, NextGen, and Microsoft Office applications (i.e., Word, PowerPoint, Excel, Outlook, and Visio.)
Must have strong organizational skills; be able to work with confidential information/materials; and be able to work well independently and as a part of a team.
Must be detail and task-oriented and have excellent interpersonal skills.
Willing and able to have a flexible schedule; and to be able to work effectively in a changing environment.
Must be able to multi-task and set priorities appropriately.
Ability to work effectively with people of various backgrounds.
Must have experience planning and coordinating events, meetings, trainings, and/or conferences.
Experience working in the community healthcare field preferred.
