Episcopal Community Services, a nonprofit public benefit corporation, founded in 1983, operates three shelters for homeless adults and manages and/or provides services at nine supportive housing sites, including three affiliate-owned developments, for formerly homeless single adults and families. Its team of behavioral health specialists serves San Francisco’s shelters, and its case managers are on-site at all of the organization’s housing developments. Additionally, ECS manages a senior day-center, resource centers for seniors and disabled adults, education and employment services for homeless and formerly homeless people, and a culinary social enterprise.
ECS serves approximately 14,000 individuals annually. The organization has an operational budget of $19 million, assets of $4 million and employs 220 persons. Additionally, ECS provides partnership management and asset management services to its housing affiliates, with annual operations of $3 million and assets of $49 million.

POSITION SUMMARY: Under the supervision of the Chief Financial Officer, the IT Manager ensures streamlined operation of the IT department in alignment with the business objectives of the Agency. The IT Manager will plan, coordinate, direct and design IT-related activities of the Agency, as well as provide administrative direction and support for daily operational activities of the IT department. The IT Manager will work closely with decision makers in other departments to identify, recommend, develop, implement and support cost-effective technology solutions for all aspects of the Agency. The IT Manager will also define and implement IT policies, procedures and best practices, including architecture design and resource purchases, Group Policy and security architectures, telephony and data networking infrastructure.
PRIMARY DUTIES AND RESPONSIBILITIES:
Design and direct implementation of Agency telephony, network, server and workstation infrastructure (including security management and HIPAA compliance)
Recommend, design, plan, and budget for major Agency IT infrastructure projects, leveraging consulting assistance as necessary
Recommend, plan and maintain internal IT Department budget and documentation
Research, specify, budget for, and procure computer hardware and software to meet Agency needs
Interface with Agency management, staff, vendors, consultants, partner organizations and contract provider organizations to determine IT infrastructure and support needs at multiple sites
Manage internal IT personnel, consultant personnel and internal/external IT resources
OTHER DUTIES:
Recommend, specify and document policies and procedures related to Agency computing resources, including “best practices” for internal IT Department procedures
Specify, plan and work with other IT department staff to provide training to Agency personnel on an as-needed basis
Design and direct implementation of standardized computer system configurations, including system imaging and software assigned and/or published via Microsoft Group Policy and/or automated scripting processes
Plan and coordinate with Systems Administrator to maintain organization, management and maintenance of server rooms, equipment storage rooms and equipment, peripheral and supplies inventories at all facilities
Perform research and other projects as needed or assigned by CFO.
REQUIREMENTS:
Demonstrated advanced to expert knowledge, usage skills and technical skills in the following areas:
Intel PC-based computer hardware installation, configuration, diagnosis and repair
Peripheral hardware installation, configuration, diagnosis and repair
Microsoft Windows server and workstation operating systems (XP – current)
Standard Windows applications (Microsoft Office, other third-party applications)
Virtualization hypervisors (VMWare ESXi, others)
Administration tools and techniques (including automation scripting, Windows imaging and deployment, anti-virus/anti-malware applications, remote control applications, server and network equipment consoles, help desk/asset tracking systems)
Network infrastructure services design and implementation concepts (TCP/IP, DNS, DHCP, Active Directory, Group Policy)
Telephony and data networking infrastructure (including wired telephony, VoIP, wired networking, VPN, LAN, WAN, WLAN and WWAN)
IT Resource Lifecycle Management
Minimum of 8 years practical, hands-on technical experience (college coursework or degree may be substituted for up to 4 years of experience), with at least 3 years working in a multiple-site environment
Ability to think in a clear, concise and logical fashion
Ability to comprehend procedures and understand each step well enough to describe to a non-technical audience
Ability to develop and follow written and spoken procedures and directions
Ability to work with a diverse user population at various levels of computer knowledge and English-language comprehension
Ability to speak to a non-technical audience in a patient and understanding manner
Ability to lift 60+ pounds, work in confined, restricted or otherwise marginally-accessible spaces, and California driver’s license/clean driving record (for independent use of Agency vehicles)
Ability to work nights and weekends as required
DESIRABLE QUALIFICATIONS:
3 years managing IT personnel
Ability to develop and to work with others to implement creative solutions to common and unique issues, thinking “outside the box” as needed
Professional certifications (MCSE/MCSA, CCNA, etc.)
Intermediate to advanced knowledge and technical skills in the following areas:
HIPAA Security Standards
Application development and troubleshooting
Linux implementation, customization and administration
Business Applications management (CYMAiv, ADP PC/Payroll, Exceed! Premier)
