JOB SUMMARY
Reporting to the Director of Government and External Affairs, the Policy Analyst is responsible for various health policies, legislative and advocacy efforts including the implementation of the Community Clinic Association of Los Angeles County’s (CCALAC) policy and advocacy plan. Travel within the County and state is required.
JOB DUTIES:
Policy Analysis
Assess policy developments, programs and proposals impacting clinics and access to health care and health care safety net.
Conduct research, health policy and data analysis, legislative impact, and synthesis of policy information.
Assist with implementation of public policy plan/advocacy strategies.
Policy Advocacy
Prepare and disseminate policy materials such as policy updates, policy briefs etc.
Develop and coordinate policy events and grassroots advocacy/campaigns with the Director of Government and External Affairs.
Provide health policy support to CCALAC programs, e.g. Policy Advisory group, Clinical Advisory group, etc.
Technical Assistance To Member Clinics
Provide technical assistance and support for staff and member clinics with the Director of Government and External Affairs.
Coordinate and convene member clinics in the areas of community clinic week, and other advocacy activities.
Assist with planning, coordination and implementation of policy trainings.
Coalitions and other Community Partners
Coordinate collaborative community-based education and the direction efforts.
Participate and build coalitions with key stakeholders under the direction of the CEO& Director of Government and External Affairs.
Participate in policy and strategy meetings.
Other Projects
Assist the Director of Government and External Affairs with policy related development efforts.
Update CCALAC publications.
Travel required (throughout county and state).
Other duties as assigned.
MINIMUM JOB REQUIREMENTS
Bachelor’s degree in government, political science, public policy, public health, communications or other related filed. Advanced degree preferred.
Background and expertise in policy issues required.
Excellent analytical, research and written and oral communication skills.
Working Knowledge of the legislative processes as the federal, state and local levels.
Working knowledge of the government relations.
Ability to maintain confidential information.
Attention to detail.
Ability to work as part of a team as well as independently with minimal supervision.
Develop and maintain effective working relationships with co-workers.
Strong reading comprehension, oral and written skills required.
Basic business math skills including being able to perform basic arithmetic operations such as addition, subtraction, multiplication and division of whole numbers, fractions and decimals, measure lengths and distances, solve simple equations.
Strong skills with Excel, & MS Office Suite required.
LICENSURE
Must possess a valid driver’s license, and have a reliable automobile that may be used for business purposes. Must have current automobile insurance coverage and acceptable DMV report.
PHYSICAL DEMANDS
Must be able to lift or carry up to 20lbs.
WORKING CONDITIONS:
Works in fast paced, high volume environment with frequent interruptions and critical deadlines. Environment stressful at times.
Office environment with very small probability of infection or injury to self or others; however, some potential for repetitive motion injury and eye strain from working on computers.
Some car travel throughout Los Angeles County. Some potential for injury from car accident.
Travel outside of Los Angeles County to include overnight stays, as necessary.
Requires occasional on-site visits to community clinics with possible exposure to working conditions at a community clinic. Most site visits are expected to be meeting room designed for that purpose.
