Program Manager – The Salvation Army Haven – Los Angeles, CA

Position Summary

The Haven Trans Unit Clinical Director will manage all aspects of the Program. The Program Manager will oversee a 87-bed residential Detox, Recuperative Care and transitional bed program for homeless veterans and provide managerial oversight for the programs. This is a management level position that involves administrative supervision of staff ranging from Clinical case managers to semi-skilled workers. Additionally, this position entails Clinical direction for the implementing treatment programs for the chronically mentally ill at the Haven, which may include providing direct services such as clinical assessment, life skills training, psychotherapy, and mental health services.

Essential Functions

This position provides clinical direction for the Trans Program within The Haven. This includes the following activities:

Design, monitor and evaluate program aspects of the Trans Units, in conjunction with the Department of Veteran Affairs Clinical team.
Research and understand current practices, trends and statistics for homeless veterans struggling with PTSD, sexual trauma, mental illness, personality disorders, and/or substance abuse.
Develop and implement program improvement efforts, clinical in-house training modules and Veteran specific trauma training for Staff.
Oversee program budgetary income and expenditures for both programs.
Coordinate and provide adequate staffing and coverage for program needs.
Recruit, hire, train, promote, and initiate performance disciplinary process for staff.
Interface and collaborate with Veteran’s Affairs.
Provide crisis intervention as needed.
Enforce the program rules and regulations.
Help create and maintain a therapeutic environment in which clients are viewed and understood in the context of their experience.
Carry a caseload as needed.
All other assigned tasks including the provision of direct mental health care to clients at Haven.
Establishing a Clinical Office (comprised of in-house clinicians) that helps to standardize treatment approaches and leverage resources.
Seeking and applying for funding opportunities with government agencies and private foundations.
Directly oversee residential treatment program managers.
Provide clinical supervision where appropriate.

Minimum Qualifications

Must have current CA driver license, clean MVR check, and pass TSA Driving Test.
If working in vicinity of children a criminal background check is required with certification for Protect the Mission policies and procedures.
A Licensed Clinician (LCSW) in a mental health field.
At least 10 year experience in program design, monitoring and evaluation.
At least 5 year experience in working with the homeless, mentally ill, substance abuse population.
At least 5 year experience managing, supervising and training subordinate employees.
At least 5 years’ experience serving the chronically mentally ill population.
Excellent management, communication, problem solving and leadership skills
Ability to plan; ability to make sound decisions
Thorough understanding of the association between mental illness and homelessness: Diagnosis, prognosis and treatment.
Ability to read and interpret government grants as they relate to program outcomes.
Ability to use basic PC operations and software (such as Word processing and spreadsheet).
