Executive Director – The Learning Center for Families – Saint George, UT

SUMMARY: This is a salaried, exempt position. The Executive Director has oversight for the operations of a multi-service, non-profit organization as well as serves as the Director for Early Head Start program. Manages state and federally funded Early Intervention, Early Head Start, First Things First and MIECHV as well as a Kindermusik programs for pregnant women, children birth through age seven, and their families ,including in-home visitation programs, on-site infant-toddler care, play groups provided at five sites and services provided in community settings. Administrative, fiscal, development, clinical, and public relations tasks.

MAJOR FUNCTIONS:
A. Develops resources including state and federal grant proposal writing as well as working with businesses and individuals to procure in-kind support.

B. Works with Fiscal Officer to develop, administer and present budgets for Board and Policy Council approval.

C. Approves all major purchases exceeding $500.

D. Hires, supervises and manages clinical, management and Kindermusik staff.

E. Conducts the community assessment, including a survey of client families, and uses that information to guide the strategic planning team.

F. Heads up the Strategic Planning Committee to establish measurable goals and objectives for program and monitors progress and compliance across multiple grants and projects.

G. Provides leadership and supervision to Management Team in the development of policies, procedures, systems, and programs that support quality early childhood development and health services, including child development and education; child medical, dental, and mental health; child nutrition; and, services for children with disabilities as well as day-to-day operations including maintenance of facilities, materials and equipment.

H. Organizes annual self-assessment and ensures all areas and systems are evaluated, data is aggregated and a written report is provided to the Board, Policy Council and Secretary of HHS.

I. Oversees the development of agency guidelines (Employee Handbook, Policy and Procedures Manual, Accounting Manual, Work Plans, etc)

J. Monitors compliance for all contracts as well as State and Federal guidelines.

K. Develops resources for training staff, Board and Policy Council.

L. Prepares reports for auditing and accountability purposes including the agency annual report and school readiness report.

M. Serves as a liaison with community agencies and develops community partnership agreements, Interagency Agreements, and Memorandums of Understanding.

N. Responsible for all outside contracts with consultants and contract clinicians.

O. Represents program at state-wide Early Intervention, Early Head Start, First Things First and MIECHV functions.

P. Attends regular management and other agency meetings and monitors action items for completion.

Q. Serves in the capacity of public relations point person

R. Other executive administrative duties as they arise

QUALIFICATIONS: Minimum 5 years management experience in social services or non-profit program serving young children and their families. Must be committed to providing a high quality, family-focused, family support program and be able to work with a broad spectrum of individuals. Must have comprehensive experience in successful procurement and management of government grants and contracts. Must show proven fiscal responsibility. Must be bonded or bondable. Must be a capable program manager with ability to relate to staff, parents and community representatives. Must understand and be able to carry out the mandates of Part C of IDEA, Head Start Performance Standards, child care and MIECHV requirements.

ABOUT THE LEARNING CENTER FOR FAMILIES:
The Learning Center for Families is a private, non-profit established in 1993. Our service area includes Washington County, UT and the Arizona Strip. We are currently serving approximately 550 pregnant women, young children and their families. The organization is operated under the direction of a volunteer Board of Directors as well as a Parent Policy Council. The organization has four state and one federal contract. We also operate two fee-for-service programs. The current operating budget is $3,500,000 and we have approximately $900,000 in net assets as well as three months of cash reserves. We conduct an annual outside independent audit. Audits from the last 15 years have found the organization to be operating in accordance with general accounting principles with no findings. We receive multiple outside reviews from all of our contracting sources. We have been found to be 100% in compliance with all regulations.
