Human Resources Director – Voices College Bound Language Academies – San Jose, CA

OVERVIEW:

Voices Academies is a growing Charter Management Organization (CMO), which will operate three charter schools in 2015-16: our flagship school, Voices –Franklin McKinley School District (K-8), as well as two new campuses, Voices – Morgan Hill and Voices – Mt. Pleasant (both Transitional Kindergarten -1st, growing to Transitional Kindergarten-8th). The mission of Voices Academies is to prepare all students for the challenges of higher education through the context of an academically rigorous dual-language program. In addition we ensure students demonstrate high academic achievement and apply critical thinking skills while making sense of their role within their own culture and the greater society. We are now seeking additional team members who share a commitment to this mission, as we expand to serve more of the traditionally underserved students of Santa Clara and surrounding counties.

Under general direction of the Chief Operations Officer, Chief Operations Officer the Human Resources Director plans, organizes, and monitors the day to day personnel functions in the Human Resources office; addresses a variety of administrative needs; plans, organizes, develops, and maintains personnel processing functions and activities including recruitment, screening, selection, credentialing, licensing, and position control; assists with planning, development, and maintenance of a comprehensive personnel record management, storage, and retrieval system; provides staff assistance to the Chief Operations Officer; assists in the supervision of personnel and performs other related duties as required; provides leadership and coordination in order to accomplish the mission of the CMO.

KEY RESPONSIBILITIES:

1. Recruiting, Hiring, and Termination

Collaborate with Principals and Voices Academies central office administration to identify annual and ongoing staffing needs.
Draft and update job descriptions for vacant positions.
Develop, coordinate, and implement a comprehensive plan for certificated and classified recruitment, including posting of vacancies on internal and external websites, attendance at recruitment events at colleges and universities, and publicity of open positions through social media outlets (i.e. LinkedIn, Twitter, Facebook).
Develop and manage a database on candidate applications and assessment, to facilitate collaboration and access by administrators and managers.

Oversee the School Business Manager’s work in the hiring process, including credentialing and clearances; orientation process; First Aid and CPR training;
Work with the Network Operations Manager in updating the ongoing policy and procedure management, including annual update of the Employee Handbook.
Develop, manage, and monitor the salary and benefit administration for all Voices Academies employees, including ongoing research and recommendations for compensation structures and benefit packages to support satisfaction and retention of high-performing employees.
Oversee the implementation of Voices Academies’ employee evaluation procedures and the monitor the evaluation record management system.

    Manage process for termination.

2. Talent Development

Collaborate with the Chief Operations Officer and other administrators to identify, develop, and implement goals and supporting actions for continual improvement of Voices Academies’ human resource program and systems, including internships.
Provide annual professional development and ongoing guidance for employees with regard to Voices Academies’ policies, regulations, and procedures.
Coordinate and monitor the new teacher induction program (BTSA), including clear credentialing requirements.
Coordinate the placement of TFA and student teacher and field experience students from college/universities and report quarterly on these placements.
Attend professional growth sessions for the purpose of keeping one’s professional human resource knowledge current with changing laws and regulations.

3. Compliance

Provide ongoing expertise and a documented body of knowledge on best practice as it relates to human resources and talent development.
Collaborate with the Chief Operations Officer and Network Operations Manager on the development and annual revision of personnel policies and procedures, employee handbook, and board policies and administrative regulations as they relate to human resources.
Monitor human resource activities of administrators and managers for the purpose of assuring compliance with Voices Academies’ human resources policies and procedures, as well as state and federal laws and regulations.
Plan, implement and administer Voices Academies’ workers’ compensation program; insure CMO compliance with state OSHA regulations, and other federal, state and local laws.
Communicate with administrators, personnel, service providers, public agencies, attorneys, insurance companies and other outside organizations to coordinate activities, resolve issues and conflicts, and exchange information.
Advise on and oversee monitoring of all credentialing requirements.

4. Conflict Resolution

Provide coaching and guidance, as needed, to certificated staff and classified employees to resolve complaints and other matters relating to personnel management.
Conduct investigations, compile information, and prepare reports of findings as assigned by the Chief Operations Officer for employee complaints, including those of sexual harassment.
Provide timely and effective communications to the Chief Operations Officer regarding incidents and/or situations that might impact Voices Academies as a whole or its individual schools.

5. Planning and Reporting

Monitor the maintenance of records and procedures in regard to transcripts, credentials, professional growth, and salary placement.
Assist the Chief Operations Officer in collecting and analyzing comparative personnel data to inform program development, including statistical and compensation surveys and reports.

Assist with the development and monitoring of the network and school offices to insure accuracy and completeness of records and files in compliance with the laws and established standards.
Assist the Executive Director, Chief Operating Officer with planning and budgeting.
Complete internal, state, and federal reports as requested.

KEY QUALIFICATIONS:

Minimum – To be considered for this position, candidates must hold the following minimum qualifications:

A Bachelors Degree in Education, Public Administration, Personnel, or related field.
3-5 years experience in operations, human resources, and/or administration
Excellent English oral and written communication skills, including the ability to prepare and present written materials succinctly and with precision.
Demonstrated administrative experience, including knowledge of K-12 instruction; California public charter school regulations, laws, and funding; California credentialing requirements and processes; CMO policies; and applicable state and federal employment laws, codes, rules, regulations, policies, and procedures related to classified and certificated personnel. This includes but is not limited to Disability, OSHA regulations, worker’s compensation, liability, negligence and others.
Demonstrated experience planning, organizing and administrating a Risk Management program.
Demonstrated ability to coach others, providing consistent, fair, and policy –based direction while maintaining a high degree of integrity and personal standard.
Demonstrated interpersonal skills, including the ability to listen to, collaborate with, and be responsive to all stakeholders including peers, supervisors, partners, professional advisors, community partners, students, and families.
Demonstrated ability to work well independently and within a team environment, managing multiple projects and priorities, and working cooperatively to meet internal and external requests.
Demonstrated ability to keep and maintain accurate records, maintain confidential and sensitive information; and meet deadlines.
Experience or strong interest in public education, social justice and equity
Demonstrated facility with a range of software products, including Microsoft Office (Word, Excel, PowerPoint), Spreadsheets, and Databases.
