Human Resources Manager – Northshore Christian Church & Academy – Everett, WA

GENERAL DESCRIPTION

The Human Resources Manager (HRM) plays a vital role as part of our Business and Finance Office team. Working closely with our Church & Academy management staff, this position is responsible for managing the day-to-day operations of the Human Resource and Payroll functions of the organization. Core emphasis is placed upon HR best practice.

This individual will be knowledgeable of NCC’s mission, core values, and ministry strategy, and will advance this mission, adhere to these values, and implement these strategies in their ministry area. This individual is expected to contribute to the team spirit of the staff and congregation through fellowship, encouragement, cooperation, corporate worship, discipleship relationships and prayer.

QUALIFICATIONS, KNOWLEDGE, SKILLS & ABILITIES

Bachelor’s degree in Human Resource Administration, Business Administration, or related field preferred
Minimum 3 years’ experience as HR Manager or significant experience as HR Generalist
PHR, SPHR, or equivalent HR Certification
Specialized training in employment law, compensation, organizational planning, organization development, employee relations, safety, training, and preventive labor relations, preferred
General knowledge of employment laws and practices
Experience in the administration of benefits and compensation programs
Able to maintain high level of confidentiality
Excellent interpersonal and coaching skills
Ability to influence and persuade senior management level
Ability to convey difficult and challenging information
Pragmatic problem-solving skills
Leader of conflict resolution based upon Biblical Relational Discipleship as well as HR best practice
Articulate communicator and ability to interpret and explain written and statistical data to a wide range of audiences
High standard of attention to detail
Solid commitment to customer or employee service
Expert Microsoft Office skills like Word, Outlook, and Excel
Experienced manager of Human Resource Information Systems software and procedures
Excellent organizational skills

COMPENSATION

Salary level and benefit structure set by Senior Pastor and Elder Board
Full-time, Regular, Exempt Salaried position as defined in Northshore’s Personnel Handbook
2 weeks of vacation, 80 hours of sick leave, insurance coverage and other benefits are indicated in the written Personnel Handbook and/or on the employment agreement
Current signed employment agreement, completed background check and personnel paperwork to be kept on file at NCC Office – Human Resources

AREAS OF RESPONSIBILITY
Recruiting and Hiring

Manages the recruitment process for exempt and non-exempt employees, interns, volunteers and temporary staff using standard NCA recruiting and hiring practices
Post selection, manages new hire paperwork and new hire orientation process for all employees
Communicates job announcement with communications director for new hires, job changes and promotions
Serves as primary contact for all location candidates and newly hired employees through transition to buddy program
Manages employee “buddy” program
Creates and reports out the location monthly recruiting plan
Meets candidate recruiting & staffing metrics as set forth by the executive team
Communicates job opportunities through internal and external postings
Reviews resumes and applications daily to ensure the best pool of candidates
Maintains contact database for all positions according to set metrics
Ensures timely follow-up with all candidates throughout recruiting process

Training and Development

Managers safety training
Creates and maintains global training calendar (for church and school)
Facilitates, organizes, schedules and ensures proper execution of new hire orientation
Ensure all staff meet minimum training and orientation requirements for position
Ensures proper and timely onboarding for all staff in all positions (includes promotions)
Executes in-house employee training system that includes training needs assessments, new hire orientation, onboarding, management development, cross-training, ongoing training and continuing education
Assists managers with the selection and contracting of external training programs and consultants
Assist in providing necessary education and materials to managers and employees including workshops, manuals, employee handbooks, and standardized reports
Assists with the development of and monitors the spending of the training budget
Maintains employee training records for all training

Performance Management

Trains all managers on NCC performance management system/policy
Advises managers and supervisors about the steps in the progressive discipline system
Ensures timely reviews for all staff
Ensures compliance and consistency with all performance management
Escalates all PM documents per NCC policy
Ensures timely follow-up for PIPs and disciplinary action for staff
Direct Supervisor for HR Assistant position

Payroll Compensation

Oversees Payroll function
Monitors initial compensation wages against NCC wage scale
Serves as primary contact and management trainer for HRIS and Payroll systems
Participates in salary surveys and market analysis as directed
Presents benefits orientation to all new employees
Schedules and executes benefits training with benefit coordinators at external companies
Provides day-to-day benefits administration services. Assist employees with any claim issues.
Assists supervisors with disability and worker’s compensation claims as needed
Recommends changes in benefits offered
Keeps Personnel Handbook and all HR related policies current and distributed
Keeps all employee records up to date, neat, safe and compliant with all laws including professional teacher certification required by OSPI and ACSI
Ensures compliance with all governmental agencies with respect to employment law
Helps maintains minimal company exposure to lawsuits
Protects the interests of employees and the company in accordance with NCC Human Resources policies and governmental laws and regulations
Drives safety committee and safety follow-up
Assists with the implementation of company safety and health programs
Owns employee incident (accident) paperwork and follow-up process
Assists supervisors with return to work systems and follow-up for injured employees
Tracks and posts OSHA-required data and files reports
Ensures all employees follow ID badge guidelines
Is primary Employee Relations contact for all building employees
Is primary driver of all recognition programs at building
Owns and drives two annual NCC morale events
Serves as primary contact for all employee communication tools
Partners with management to communicate human resources policies, procedures, programs and laws to employees
Escalates all employee concerns and complaints to management per NCC policy
Partners with supervisor(s) to conduct investigations when employee complaints or concerns are brought forth; leads the process of conflict resolution between management and staff
Recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation
Is responsible for functionality, upkeep, cleanliness and décor all staff spaces (break room, etc)
Facilitates all staff meetings and other meetings as assigned to ensure effective communication, space needs, creature comforts, timelines, etc
Assists with employee communication and feedback through such avenues as company meetings, suggestion programs, employee satisfaction surveys, newsletters, employee focus groups, and one-on-one meetings
Conducts exit interviews with all terminated employees and reports findings to Executive Pastor and Superintendent
Maintains employee-related data bases
Ensures accuracy of HRIS data at all times
Ensures data integrity
Prepares and analyzes reports for all NCC management, as necessary or requested
Fully utilizes Human Resources software to the company’s advantage

REPORTING STRUCTURE: Performance of these responsibilities will be evaluated by the Director of Finance and NCA Superintendent.
