PURPOSE OF POSITION
Under the direction of the Executive Director, the Director of Empowerment Programs provides the day-to-day management of the CAST programs supporting survivors of human trafficking.
This highly responsible position supervises program staff and manages the development, implementation, and evaluation of CAST’s continuum of care model, including comprehensive services, economic self-reliance and advocacy, community integration and leadership development aimed at empowering survivors to rebuild their lives and in some cases become advocates, organizers, and leaders in the anti-trafficking movement.
As an integral part of the CAST Senior Management Team, the Director of Empowerment Programs promotes the philosophy, services and activities of CAST and meeting the diverse needs of the Los Angeles community. This position must be experienced in the theory and provision of support services to underserved and diverse populations, and intervention and treatment services in the areas of trafficking, torture, sexual assault and/or domestic violence. The Director of Empowerment Programs must demonstrate a commitment to program innovation, particularly in the area of empowerment programs, program design and evaluation, holistic and culturally competent programming, and multi-disciplinary collaborative approaches. The position provides expertise and technical assistance to local and national collaborative efforts. The Director of Empowerment Programs contributes to policy formation and long-range management planning. Full-time, exempt position.
ESSENTIAL DUTIES
Program Development: Develop grants and resources, infrastructure, and systems that ensure comprehensive continuity of care including emergency response, housing, life skills and self-reliance, employment, and leadership development.
Build and scale the Survivor Leadership Program Develop program goals and design methodology to build leadership opportunities among survivors, inform and impact public policy and awareness, and grow a global community of survivor activists.
Develop new and innovative program models based on thorough assessment and evaluation. Build new relationships with organizations to build capacity of community resources available to survivors. Create specialized services for assessment/service planning based on CAST Client Assessment Tool. Develop policies, procedures and required program documentation. Oversee comprehensive community directory and relevant professional development for staff.
Program Management:Strengthen and manage the infrastructure required to expand and deliver a continuum of care for survivors. Manage a programmatic budget. Build and oversee resource development and donation program. Design and execute program evaluation and data collection methods. Ensure metrics are aligned with organizational goals. Maintain a coordinated working relationship with the CAST Management Team to coordinate services, research and development, advocacy and training. Review emergency response logs, case management, and shelter files, and survivor leadership agendas, monthly reports and logs, and appropriate documentation to ensure quality service and contract compliance. Provide extra support in crisis cases to ensure safety of clients and staff.
Supervision/Human Resources: Recruit, interview, hire, and supervise program staff. Maintain annual employee review system that provides accountability for quality performance and professional development. Ensure staff safety by overseeing staff and client safety screening. Recommend professional development trainings for direct services staff.
Leadership: Conduct research, assessment, and provide technical assistance to local and national organizations as appropriate. Identify emerging issues, service models, intervention and treatment trends by reviewing the literature, and staying abreast of developments in the field. Develop content for training curricula and other educational and communications materials. Advocate for benefits, employment services and other trafficking victim needs with AUSAs, ORR, DOJ and Refugee Programs. Actively participate and take leadership roles in collaborative coalition and task force efforts.
Additional Duties: Work closely with the Executive Director and the senior management team in strategic development and meeting the goals and objectives of the organization. Contribute to policy formation and long-term planning. Contribute to the professional tone and approach of the organization within the constructs of the agency mission and philosophy. Other duties as identified and assigned.
REQUIREMENTS
Successful track record in a senior level program management position responsible for direct services, and/or trauma-informed program community-based agency.
Demonstrated ability in model program design and development.
Demonstrated success and knowledge in program implementation and evidence-based program evaluation.
Track history of successfully leading and managing an emergency response team, shelter operations, and/or advocacy teams.
Successful track record in resource development.
Successful track record of developing and monitoring budgets, and negotiating and managing contracts (maintaining compliance with grant and contractual parameters).
Demonstrated ability to cultivate strategic partnerships to support program service delivery.
Track record of being proactive in identifying emerging trends and resources, and to translate trends into program development and services for clients.
Demonstrated track record “going the extra mile” to shape solutions and identify resources.
Demonstrated knowledge of issues related to human rights, and comprehensive service programming, and advocacy and policy issues for underserved populations.
Demonstrated familiarity with the rights of victims of crime and both legal and social service resources available to them.
