TITLE: HRIS & Compliance Analyst – 100%
DEPARTMENT: Human Resources

SALARY: $40,000-$50,000/year – DOE
SHIFT: Monday through Friday, 8:00am to 5:00pm
SUMMARY: The HRIS & Compliance Analyst is responsible for ensuring CCC’s ongoing compliance with CCC employment policies, State and Federal regulations related to Affirmative Action and record keeping, and employee job requirements including licensure, certification, and criminal history. This position is also responsible for employee data management, HRIS development and implementation, and reporting. This position will be instrumental in the department’s ongoing efforts to automate and streamline internal HR processes.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Maintain up to date knowledge of changing government regulations relating to Affirmative Action and Equal Employment Opportunity and assist Director in ensuring compliance with requirements.
2. Assist Director in Affirmative Action Plan data collection and synthesis tasks.
9. Monitor DMV records and work with Risk Management to notify CCC drivers of changes to their driving status.
10. Under the direction of the Director of Human Resources, develop, maintain, review, and revise HR policies and forms.
Responsible for the timely and accurate processing and tracking of employment applications pursuant to CCC policy and Affirmative Action Plan requirements.
Act as system administrator for UltiPro HRIS. This includes system-level configuration, role management, and troubleshooting for administrative users.
Assist in the implementation of an electronic applicant tracking system and other HRIS modules and processes to streamline operations.
Responsible for monitoring ongoing staff compliance with required licensure and certifications as applicable through report auditing, notification, and follow up.
Work with other CCC departments to evaluate and maintain CCC job descriptions for contractual, legal, and regulatory requirements.
Assist Sr. Benefits and Compensation Specialist with tracking and distribution of required employee notices.
Maintain content on the SharePoint HR Intranet page and work with the IT department to expand HR’s utilization of the system.
Develop and generate HR reports utilizing Cognos 8 and UltiPro software, increasing the ability of the HR department to provide analytics to CCC leadership.
Respond to HR data requests from CCC leadership, Quality Management, Public Affairs, and external auditors as needed, maintaining appropriate levels of confidentiality.
Assist with maintaining HRIS database integrity by performing necessary data entry, reporting, and auditing as directed.
15. Conduct HR compliance assessments and internal audits. Analyze results and provide formal and informal reports of findings, including recommendations for improvement. Effectively communicate findings to manager, colleagues, and internal and external stakeholders and customers, and assist with related corrective action as needed.
Demonstrate personal attentiveness, responsiveness, and prompt follow-up to all internal and external customers.
Provide back up to other areas of HR as needed.
Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners’ and outside providers’ patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediate reporting of any PHI breach of CCC or outside provider health records to the CCC Legal and Quality departments, as well as to the program administrator.

MINIMUM QUALIFICATIONS:
1. Bachelor’s degree in a relevant field OR an equivalent combination of education and experience required.
2. Minimum of 2 years of relevant HR experience and up to date knowledge of Equal Employment Opportunity and Affirmative Action laws and regulations required.
3. Working knowledge of Human Resource functions and applicable employment law.
4. Advanced computer skills, including competency in Word and Excel required. Experience with UltiPro and Cognos 8 preferred.
5. Must be able to obtain certification as QED for DHS background checks. Individuals with criminal histories may be excluded by DHS from this certification.
6. If using a vehicle for agency use, must possess a current driver’s license, access to a vehicle, qualify as an Acceptable Driver as designated in Central City Concern’s Fleet Safety policy. Must pass an initial drivers training within 60 days of being an approved driver and continued recertification training. Must maintain vehicle insurance coverage of a minimum of $100,000/$300,000 personal auto liability coverage.
7. Must pass a pre-employment drug screen, TB test, and background check.
8. If in recovery, must be currently clean and sober.
9. Must adhere to agency’s policies of non-discrimination.
