Position Description:

The City of Seattle is a national leader on wage, labor and workforce practices that enhance equity. To address wage gaps and create a fair and healthy economy for workers, businesses and residents, the City of Seattle created an Office of Labor Standards (OLS) in late 2014. OLS implements City ordinances on minimum wage, paid sick and safe time, use of criminal history in employment decisions, wage theft and other laws that the City may enact in the future. OLS is housed within the Seattle Office for Civil Rights (SOCR). SOCR enforces federal and civil rights laws; leads the Race and Social Justice Initiative, the City of Seattle’s long-term commitment to end racism and achieve racial equity in Seattle; and coordinates the Gender Justice Project, the goal of which is to close the wage gap for Seattle workers.
The Labor Standards Business Liaison is a temporary full-time position that will report to the OLS Division Director. This position will serve as the complement to the Community Liaison, with the responsibility to provide outreach, education, and representation of the needs of the business community to successfully implement Seattle’s labor standards.

Job Responsibilities:

Help develop and implement OLS’s long and short term outreach and engagement strategies for the business community, including small businesses, women and minority owned businesses and immigrant and refugee business owners.
Assist with the development of OLS business education outreach programs and activities that address the needs of the business community to achieve compliance with Seattle’s labor standards and civil rights laws.
Develop outreach methods and curricula, and coordinate and lead workshops and trainings.
Provide clear, consistent and expert technical assistance to the business community on Seattle labor standards (minimum wage, wage theft, paid sick and safe time, and job assistance ordinances).
Serve as a resource and liaison to the business community to spot issues and gather information on areas of concern and emerging policy issues.
Research and analyze policies on labor laws, best practices and standards, including using racial equity tools to make recommendations on the implementation of labor standards ordinances
Research and analyze data to make policy recommendations on compliance, enforcement and future ordinances under deliberation.

Other duties as assigned; may require working evening and weekend hours.

Qualifications:

Required Qualifications:

Bachelor’s Degree in Liberal Arts, Social Science, Public Administration or related field, or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of this position.
Two years of civil, labor and/or human rights experience with outreach campaigns, program planning and implementation and/or advocacy.
Experience working with business groups, business owners and communities of color.
Experience providing direct technical assistance to the public on policies and/or laws.
Experience with community engagement.
Experience with policy development and analysis.
Excellent communication skills and experience with public speaking.
Project management experience with strong organizational skills.
Ability to plan and coordinate events and activities involving multiple organizations.
Demonstrated ability to work with diverse populations, including solve problems and build consensus with divergent groups.
Experience with grant and/or contract management.
Proficient use of written and spoken English, strong critical thinking and analytical skills, strong computer word processing ability, demonstrated ability to effectively manage stressful situations, ability to contribute positively to a diverse working environment.

Additional Information:

Highly Desired Qualifications:

Master’s degree in Business, Public Affairs, Policy, or Juris Doctor.
Knowledge of the Seattle Labor Standards, Minimum Wage, Wage Theft, Paid Sick and Safe Time and Use of Criminal History in Employment Decisions (i.e. Job Assistance Ordinance).
Business management experience, experience developing and implementing a business engagement strategy, and/or providing technical assistance to business representatives.
Knowledge of anti-discrimination laws and the City of Seattle’s Race and Social Justice Initiative.
Strong MS Outlook, Office and Excel skills.
Ability to speak and/or read other languages, especially Spanish, Vietnamese, Chinese or Amharic.
