POSITION DESCRIPTION

The Chief Operating Officer (COO) will be based in Lawrence, MA, and report directly to the President/CEO. S/he will have strategic and managerial responsibility for agency programs and be directly involved in strategic planning and implementation of programmatic strategic goals. The COO will provide leadership to the program leadership team.

RESPONSIBILITIES

Program Operations

Provide leadership and guidance to agency programs and services ensuring the highest quality and continually demonstrate a commitment to the empowerment of individuals served.
Identify opportunities for CLASS to build upon niche strengths and provide leadership and oversight in the identification and development of new programs that strengthen the agency.
Identify programmatic challenges to agency mission and strategic goals and lead effort to establish concrete plans to overcome. Develop and regularly publish metrics that identify agency strengths and weaknesses.
Coach and develop CLASS’ management team to be active and successful participants in strategic analysis, planning and program budgeting.
Develop staff training programs that support the mission and achievement of strategic goals.
Working with the President/CEO, CFO and Board of Directors prepare and submit an annual program budget, manage effectively within this budget, and provide regular and timely reports that track budget progress and challenges that require collective response.

External Relationships

Ensure close working relationships with funders to solidify and expand program revenue streams.
Facilitate building relationships and partnerships with organizations that form natural links to the CLASS mission to support the creation of new referrals and development opportunities.
Establish and develop links to the CLASS community at large with an eye toward leveraging opportunities for growth and expansion of new and existing service models.

Strategic Planning

Benchmark agency services against competitors and develop plans that create “best in class” service delivery.
Facilitate the translation of industry trends into strategic goals, action plans and staff objectives to produce concrete and measurable financial and operational results.
    Develop and implement system for tracking and reporting on progress of strategic plan

QUALIFICATIONS

Required: Master’s Degree in Special Education, Administration, Psychology, Rehabilitation or related field.
At least 5 years of management and supervisory experience of programs to I/DD/MR persons.

Demonstrated excellence in organizational management with ability to manage and develop high-performance teams and develop and implement program strategies.
Possess senior level experience in program budgeting and fiscal management.
Knowledge of clinical and medical needs of DD/MR population
Excellent supervisory, communication, organizational and financial skills.
Ability to work with diverse groups of people, including families.
Ability to motivate and manage people within a team oriented environment.
Excellent knowledge of the community based system of services for people with I/DD and a commitment to the mission, goals and philosophy of Class Inc.
Computer proficiency and able to oversee data systems as required.
The successful finalist will have a clean driver’s license and daily auto transportation

Other duties as assigned by CEO

Perform duties of Chief Executive Officer in his absence.
Perform duties of Program Directors as needed in their absence.
Perform other duties as assigned by the CEO.
