About Health and Hospitals Corporation and its Central Services Organization
The New York City Health and Hospitals Corporation (HHC) is a $6.7 billion integrated healthcare delivery system with its own 430,000 member health plan, MetroPlus, and is the largest municipal healthcare organization in the country. HHC is committed to making exemplary healthcare accessible to all New Yorkers, and will be playing a crucial role in delivery system transformation over the next five years through its leading role in DSRIP, the Delivery System Reform Incentive Payment program. Through DSRIP, NYS DOH has allocated $6.42 Billion Medicaid dollars to fundamentally restructure the health care delivery system to transition care delivery from a largely inpatient-focused system to a community-facing system that addresses both medical needs and social determinants of health. DSRIP is a 5-year, performance payment-based program with primary goal of reducing avoidable hospital use by 25% over 5 years. At the end of program life, the aim is for the newly-transformed system to be sustainable.
HHC has formally partnered with more than 200 New York City provider and service organizations in order to achieve DSRIP transformation goals. This partnership is referred to by NYS DOH as a Performing Provider System (PPS), and the PPS led by HHC is called OneCity Health. HHC created a Central Services Organization (CSO) as a wholly-owned subsidiary of HHC, referred to as OneCity Health Services. The subsidiary’s function is to provide operational, program, IT and other support to all OneCity Health PPS partners and the OneCity Health governing bodies.
Position Description
The Chief Operating Officer role is well-suited for a candidate who by nature is highly organized, intellectually agile with ability to perform both concrete and conceptual work, enjoys multi-tasking, and enjoys working with and through others to accomplish tasks and projects small and large. Unlike a traditional clinic or hospital facility operations role, this role includes oversight of both finance and workforce development functions, and in this respect, the successful candidate may find this role attractive as next-step development presenting opportunity for broader skillset development and larger scope of impact.
This role reports directly to the CEO of the OneCity Health Services, a subsidiary of HHC, and alongside her, s/he is expected to play a leadership role in establishing/overseeing finance, workforce, and daily operational functions to realize the goals of the New York State’s Delivery System Reform Incentive Payment (“DSRIP”) Program in support of all OneCity Health partners.
In terms of business planning, we expect the Chief Operating Officer to work with the Finance Director, alongside HHC Corporate Finance, in development of a PPS business plan, including a financial plan for the partnership, with multi-year projections consistent with expected revenues and program expenses. S/he will also have oversight responsibility for contracting administration, which will be managed by a 3rd party vendor. The Chief Operating Officer will be expected to collaborate closely with a wide array of stakeholders, spanning the subsidiary, the partnership, HHC leadership, and relevant city and state agencies.
For the workforce function, the Chief Operating Officer will work with key stakeholders to identify the PPS’s workforce needs and define training programs and initiatives to develop our workforce’s skillsets.
This position reports directly to the Chief Executive Officer.
Core Job Responsibilities
Developing, implementing, and revising as necessary the business plan for OneCity Health Services.
Assisting in identifying key hires for the CSO, and managing a subset of operational functional staff for OneCity Health’s DSRIP projects.
Overseeing development of a workforce strategy for all of OneCity Health related to the new job functions created by the DSRIP project plans.
Supporting the HHC HR division as needed in the recruiting, hiring, and onboarding of the OneCity Health Services subsidiary.
Assisting the CEO in assuring that operations across OneCity Health meet the necessary regulatory guidelines laid out by the state for the DSRIP programs, and managing the smooth transition of operations when these guidelines shift.
Managing the compilation of central and borough-based hub documents and data to complete quarterly reports required by the state.
May include oversight and alignment of PPS capital project implementation with DSRIP programmatic goals.
Education and Experience
Bachelor’s degree required; master’s in business administration (MBA), master’s in public health (MPH), or master’s in healthcare administration (MHA) is preferred.
10+ years of experience as a senior healthcare leader working within an integrated health system, health plan, ambulatory care setting or population health organization.
At least 3-5 years’ experience managing senior leaders in each of the following areas: finance, and human resources/workforce development
Demonstrated experience in developing multi-function business plans, with proven ability to manage complex interdependencies and strong managers and leaders.
Experience managing a P&L with annual revenues in excess of $100M.
Experience building and/or managing financial systems and staffing management systems.
Experience working in a start-up, or in a new operating division of an established, growing organization.
Experience in New York City’s healthcare landscape.
Working understanding of federal and state healthcare initiatives and regulations. Knowledge of the DSRIP Program is preferred.
Experience in leading and managing through complexity and ambiguity.
Proven ability to make decisions based on incomplete information and data.
Ability to engage and generate appropriate stakeholder support.
Proven ability to work effectively in a complex environment.
Ability and to negotiate and mediate complex and often competing interests.
Demonstrated skills in group facilitation and communication and team leadership.
