Director of Housing Special Initiatives and Strategy
The AIDS Foundation of Chicago (AFC) mobilizes communities to create equity and justice for people living with and vulnerable to HIV and related chronic diseases. We envision a world in which people living with HIV and related chronic diseases will thrive, and new HIV infections will be rare. Our work focuses on improving health equity, preventing new cases of HIV, serving as a collaboration and knowledge center, and being a bold voice for change.

In order to achieve our goals and better serve our customers, we have developed a new role within the Housing team. We are currently seeking for an individual to serve as our Director of Housing Special Initiatives and Strategy. The Director of Housing Special Initiatives and Strategy supervises a team that provides Outreach Coordination, Bridge Housing, and Coordinated Entry services as well as facilitates the Better Health through Housing Collaborative. In collaboration with AFC staff, the Director serves as a liaison between the four areas within the Housing team as it relates to managing and building partnerships, external affairs and policy. The Director is responsible for the budgets and contract deliverables for the programs above and the successful implementation of health care and housing pilot projects. The Director will regularly represent the agency at public forums as well as with agency stakeholders. The Director provides guidance to the housing team on strategic direction and opportunities for growth.

Principal functions and responsibilities of this position include the following:

Management
Direct strategic plan implementation within the housing team;
Participate in the research and planning of new projects;
Hire, train, mentor, and supervise assigned staff; assist in the recruitment and selection of team staff; create scheduling and job assignments; manage performance and, complete and communicate performance evaluations; recommend salary, disciplinary, and other personnel actions in accordance with personnel policies and procedures;
Provide program oversight of Outreach Coordination, Bridge Housing, Coordinated Entry and Better Health through Housing projects;
Provide oversight for budgets, grants, and expenses for assigned programs;
Ensure contract compliance and that proposed program scopes of work are met;
Review and correct data to ensure accuracy for reports delivered to public and private funders.

Partnerships
Facilitate the creation and execution of Medicaid Managed Care Entities’ (MCE) Pilots;
Provide leadership and support for the three Housing for Health (HFH) Plan workgroups;
Manage the execution of special studies/projects (i.e., SHOP);
Develop Better Health through Housing partnerships with new agencies;
Manage partnerships with sub-contracted agencies;
Monitor and encourage participation in research studies (i.e., SHOP) with partner agencies;
Supervise Systems Integration Team meetings (SIT);
Manage partnership with Coordinated Entry lead agencies (i.e., CSH, All Chicago, Catholic Charities).
External Affairs
Develop relationships with Better Health through Housing partners;
Cultivate relationships with Managed Care Entities, in collaboration with AFC, and hospital leaders interested in supportive housing projects;
Participate in contract negotiations with Hospitals and Managed Care Organizations, in collaboration with AFC;
Present Housing Programs at National and Local conferences;
Promote Coordinated Entry work within the homelessness services community and across systems (i.e., HUD, Homeless Services System, Healthcare Systems, Employment Services) to ensure access for homeless residents;
Maintain strong connections with City of Chicago leadership that fund AFC and CHH projects;
Lead or participate in committees of the Chicago Continuum of Care and other related systems of care;
Communicate with contacts at state and county agencies that support the implementation of the Housing for Health (HFH) Plan

Advocacy
Promote system level changes and improvements for people experiencing homelessness; conduct education and advocacy efforts around the Housing for Health Action Plan;
Conduct education and advocacy meetings with public officials; conduct education and advocacy on a number of housing-related public policy issues in collaboration with AFC policy team;
Prepare documentation and requests for advocacy information or data from the AFC policy team as needed.

Other
Assist with agency-wide activities as directed, including Annual Meeting, AIDS Run & Walk, and others;
Maintain and update job knowledge by participating in training and educational opportunities, reading professional publications, and participating in professional organizations;
Protect organization’s value and manage risk by keeping information confidential;
Perform other duties as assigned.

Qualifications:
Minimum Qualifications
Bachelor’s degree in Human Services field and 3 or more years experience in Homelessness and/or Health Care sectors
PLUS 2 or more years supervisory experience

Preferred Qualifications
Master’s degree in Human Services field
5 or more years experience in Homelessness and/or Healthcare area
3 or more years supervisory experience

Established networks and contacts in the field

Knowledge, Skills, and Abilities
Requires strong team building, coaching and developing skills. Demonstrated ability to develop and implement strategic plans. The ability to deliver presentations and willingness to lead productive meetings. Demonstrated knowledge of and the ability to execute budgets. Solid verbal/written communication skills as well as diversity awareness are key to success in this role.
