Director of Mental Health Programs – Building Opportunities for Self-Sufficiency (BOSS) – Berkeley, CA

OVERVIEW OF THE POSITION

Reporting to the Executive Director and working in close collaboration with the Director of Housing and Community Services, the Director of Mental Health Services plans, develops and implements services that provide optimal clinical care in accordance with program contracts.

As directed, the Director of Mental Health Services organizes, implements, delivers, and evaluates behavioral health services; monitors and delivers identified mental health services, adheres to local, state and federal regulations and supervises identified behavioral health care team staff. The Director of Mental Health Services works with BOSS executive leadership team and other health professionals to promote the highest quality of integrated health care. The Director of Mental Health Services is responsible for assisting in the implementation of strategic and tactical plans that maximize the effectiveness of Behavioral Health Care Services at BOSS. These activities may include billing and invoicing, the provision of direct services, project(s) management, working collaboratively with local agencies, representation at meetings of local stakeholders and professionals. The Director of Mental Health Services may work at multiple BOSS sites.

RESPONSIBILITIES/STATEMENT OF DUTIES

Provides clinical direction, leadership, supervision, training and coordination for professional and paraprofessional (non-medical) staff, students, volunteers and consultants to ensure high quality clinical care.
Has primary responsibility for ensuring that traditional County Medi-Cal billing standards are met and that program staff are adequately trained, supervised, and supported in meeting their billing targets. Works with Executive Staff to set billing standards and targets – transitioning, when appropriate, to emerging billing standards based on evidence based service models such as Targeted Case Management, Medi-Cal Administrative Activities, Critical Time Intervention, or specialty mental health programs.
Supervises and Monitors Mental Health Outreach activities.
Provide crisis management, debriefing, and on-the-spot clinical consultation to clinical staff and supervisors.
Responsible for ensuring that appropriate mental health assessments, screenings, and examinations are conducted, and incorporated into treatment and service plans.
Provides clinical review of BOSS participants at team meetings.
Leads the BOSS Service Team to ensure that high quality, culturally competent care is provided.
Plans, assigns, and supervises work of Service Team members. Oversees the delivery of behavioral health services in compliance with program policies, procedures, standards, and clinical guidelines, regulatory guidelines, and grant requirements.
Identifies customer service issues related to behavioral health care and works with other BOSS service areas as needed to resolve issues.
Responsible for ensuring that service delivery staff know and use Evidence-Based Practices in their service delivery activities, such as Motivational Interviewing, Trauma-Informed Care Practices, and Critical Time Intervention. This includes directly training staff and providing on-going coaching and evaluation to ensure model fidelity.
Identifies and addresses staff learning and development needs.

MINIMUM REQUIREMENTS

1. Minimum of 3 (prefer 5) years in behavioral health leadership position.

2. Masters degree (prefer doctorate degree) in psychology, social work or advanced practice nursing.

3. Licensed in California to practice as a psychologist, social worker or nurse practitioner.

4. In depth knowledge of behavioral health standards of care and regulatory issues.

5. Knowledge of adult learning practices, and effective teaching, supervising and mentoring skills.
