Senior Director, Ethiopia

In collaboration with the Federal Ministry of Health (FMoH) and other health sector partners, IHI has designed a fast-moving large-scale quality improvement (QI) initiative with the aim of accelerating the Ministry’s efforts to improve maternal and neonatal health (MNH) outcomes in Ethiopia. Pending an anticipated grant award, this initiative has a targeted start date of September 1, 2015, and has three key components:
1. Finalize the development of a unified Ethiopian National Health Care Quality Strategy that is aligned with the Health Sector Transformation Plan (HSTP) and builds on the existing initiatives in the country which focus on quality and equity.
2. Launch and test a scalable model of health system improvement in health facilities and communities linked by learning collaboratives. The model will support FMoH priorities to improve maternal and newborn outcomes, initially across four or five regions, with the ultimate goal of scaling up to all 11 regions of Ethiopia.
3. Strengthen and develop a sustainable, self-sufficient Ethiopian health care quality culture and capability across multiple levels of the health system. This will include launch and rollout of several improvement capability building courses.
The Senior Director will oversee the implementation of this three-pronged initiative, providing technical, operational, and relationship leadership. The Senior Director will be based in Addis Ababa, with approximately 25 to 30% of their time traveling. This is a full time, salaried, 36 month grant-funded position. The specific responsibilities for the position are as follows.
Position Responsibilities:
General:
• Hold responsibility for project design, development and timely achievement of all milestones, deliverables, financial accountability and other reporting requirements.
• Provide direction and guidance for all technical and managerial aspects of the Program.
• In close partnership with the Project Director, Senior Project Officers, and Project Officers, facilitate the adoption of key clinical bundles targeting the leading causes of maternal and neonatal mortality at facilities participating in learning collaboratives.
• Track clinical methodologies, outcome measures and results
• Disseminate project results at local, regional, and international forums.
Leadership:
• Coach and mentor Program staff in quality improvement methods, project management and relationship management
• Oversee management and coordination between regional field offices and headquarters in Addis Ababa and IHI headquarters in Cambridge
• Oversee and manage the Program staff in the identification of all Program technical assistance needs required to achieve the expected outputs, develop suitable scopes of work
• Liaise with the key faculty and external advisors to obtain technical input into the design and implementation of the project
• Liaise with the Executive Director, Africa Region on strategic and operational planning, project management, technical review
Partner and Stakeholder Relationships:
• Develop and maintain relationships with FMoH, partner organizations, and other regional stakeholders.
• Regularly communicate with senior leaders of IHI, FMoH, partner organizations, and other regional stakeholders as required.
• Actively develop relationships with partner organizations with the aim of identifying implementation partner for Test of Scale phase of work within one year.
• Manage technical communication with the stakeholders within the region as required.
Work plans:
• Produce comprehensive, integrated work plans based on the project’s strategy, working with the team and stakeholders
• Ensure the implementation, management, monitoring, and adaptation of work plans to ensure successful completion of all milestones, deliverables and any other requirements
• Effectively allocate and manage all manpower and financial resources to ensure that Program objectives are met
Budget and Finances:
• Oversee and manage the overall program budget and finances including the coordination of finances between partners
• Lead and coordinate the financial management and reporting for IHI in Ethiopia and related funder reports
• Ensure all work and budgeted to actual funds are properly monitored and assessed in alignment with financial goals for the project on a routine basis
Human Resource (HR) Management:
• Provide leadership for the team, including supporting personal development plans and the annual appraisal process. HR management responsibilities include, but are not limited to:
o Meeting with direct reports on a regular basis to discuss issues, progress with current work plans
o Provide guidance and support, and ensure consistent quality of work performed
o Ensure that the required policies and procedures are in place, and that the Program staff adhere to these policies, procedures and guidelines. Policies and procedures will include health and safety, data protection and security, for example
o Coordinate and identify with the Program team training needs and opportunities to support the Program
Reporting:
• Ensure the timely production of all required technical progress and financial reports, as well as any others required by IHI and other partners.
Position Knowledge, Skills, and Abilities:
• Strong relationship and financial management skills and experience.
• Superior written and oral communication capability.
• Deep knowledge of international maternal and neonatal health and best practices
• Ability to lead large scale projects by engaging and inspiring teams.
• Experience applying quality improvement methods in a health care setting.
• Ability to collaborate with others internally and externally.
• Ability to work well with a multidisciplinary team including through multiple time zones with IHI faculty and staff based at headquarters in the US, Africa, Europe, Latin America, and Asia
• Ability and desire to travel 25 to 30% of the time or as required.
Position Qualifications:
• Medical or Doctorate degree preferred, Master’s degree required.
• Ten years or more of experience required; quality improvement knowledge and experience preferred
• Experience leading large scale projects
• Expert knowledge of quality improvement methodologies required.
• Experience summarizing and analyzing quantitative and qualitative data.
• Experience summarizing medical research.
• Background knowledge of African health care required; knowledge of Ethiopian health care system preferred.
• Eligibility to work in Ethiopia or willingness to become eligible to work in Ethiopia. IHI is prepared to support this process.
