Sierra Health Foundation established the Center for Health Program Management (the Center) in 2012 in recognition of a statewide need for increased community capacity to engage in the planning, implementation and assessment of efforts that seek to address the health needs of California’s underserved.
The Center’s vision is for all people in California to live healthy lives. With commitment, creativity and collaboration, the Center works to promote efforts to eradicate health inequities across the state, with a special focus on the San Joaquin Valley.
The Center brings people, ideas and infrastructure together to create a collective impact that reduces health disparities and improves community health for the underserved living in California. The Center helps communities access proven practices while tapping into their resources, knowledge and creativity to identify strategies for making their community healthier. Leveraging leadership, operational and funding support from Sierra Health Foundation and its partners, the Center establishes investment partnerships with public and private funders; community members; community organizations; national, state and local government agencies; nonprofits and businesses. Taken together, each partner’s unique insights, perspectives and resources make the work of the Center possible.
San Joaquin Valley Health Fund and Respite Partnership Collaborative
Launched in 2014, the San Joaquin Valley Health Fund (SJVHF) aims to make the San Joaquin Valley a healthier place to live, work and prosper by strengthening the capacity of communities and organizations to advance program, policy and systems change efforts to promote community health.
In consultation with funding partners and San Joaquin Valley leaders, the SJVHF focuses on addressing health disparities and factors that impact health, such as health access, education, employment, housing, open space, neighborhood safety and other drivers of health outcomes, through capacity building, advocacy and community engagement.
The SJVHF is a program managed by the Center for Health Program Management with funding from Sierra Health Foundation, The California Endowment, Rosenberg Foundation and W.K. Kellogg Foundation.
The Respite Partnership Collaborative (RPC) is a public-private partnership of Sacramento County Division of Behavioral Health Services and Sierra Health Foundation: Center for Health Program Management. The project engages a collaborative of committed community-members working together on an innovative project that supports respite programs as a way to respond to mental health crisis in Sacramento County.
The RPC began in May 2012 to address mental health crisis by establishing respite options to help reduce the need for hospitalizations that could occur as a result of mental health crisis. The RPC has announced four rounds of funding. Through this funding, ten organizations have received grant awards totaling $5.25 million to provide mental health respite. In 2013-2014, 1,545 individuals received mental health respite in Sacramento County.
Position Summary
The Program Associate will be a dynamic and detail-oriented individual. Under the direction of the Senior Program Officer, the Program Associate will provide support in the areas of program research, development, implementation, evaluation and administrative support.
Job Responsibilities
The Program Associate will provide administrative and programmatic support for the San Joaquin Valley Health Fund and Respite Partnership Collaborative.
Execute program strategies at the direction of the Program Officers by coordinating with consultants and grantees, developing program materials and communicating with applicants, grantees and consultants.
Under the supervision of the Program Officers, assist with the coordination, preparation and submission of grant applications.
Assist with the grant-monitoring process, which includes assisting with the evaluation of grantee progress reports, providing technical assistance to grantees on grant or award related matters and ensure timely response to monitoring issues.
Coordinate with the Program and Administration Departments in the development and monitoring of contracts and grant agreements to accomplish program strategies.
Work with Program Officers to actively track and summarize state and local policy issues that may impact program content areas.
Conduct basic research, such as research on funding opportunities and policy issues, to inform program design and enhancements.
Coordinate and serve as the point person for the planning and logistics for events, webinars and meetings.
Provide program officers with administrative support during the design, implementation and management of programs. This includes coordinating calendars, making travel arrangements, drafting correspondence and other general administrative duties such as copying, scanning, returning calls.
Job Qualifications
A Bachelor’s degree and three to five years of experience in administrative support, preferably in grant making, nonprofit or related institution.
Familiarity with public health, placed-based and or health equity work is desirable.
Excellent oral and written communication skills, including public speaking.
Must be team-oriented and highly skilled in working collaboratively with co-workers and organizational partners (i.e. effectively applying active listening, diplomacy, and consensus-building skills).
Must be well organized and able to manage multiple projects involving a variety of internal and external collaborators.
Ability to work in a fast-paced environment with flexibility.
Ability to work with individuals from diverse communities and life experience.
Proficiency in Windows 7, Microsoft Office, database software, Adobe Acrobat and internet use.
Bilingual skills are desirable.
