Program Coordinator
for the RAMS PAES Pre-Vocational & Vocational Evaluation Services
The RAMS PAES Counseling & Pre-Vocational Services (RAMS-PCS) provides culturally competent outpatient integrated behavioral health counseling and pre-vocational services to participants of the San Francisco Department of Human Services’ (DHS) Personal Assisted Employment Services (PAES) program, the county’s welfare-to-work program for adults without dependent children. RAMS offers three different services under this contract: short employability assessments to all clients receiving cash assistance (GA), a 90-day behavioral assessment-counseling program to identify employment barriers and receive linkage to services in the community, and a collaboration with the Workforce Development Department (WDD) for the Job Plus Activity (JPA).
The Pre-Vocational & Vocational Evaluation Services collaboration with WDD involves RAMS staff facilitating psychoeducation and skill building groups to equip clients with skills/abilities/attitudes relevant to obtaining and retaining employment. Clients also have individual consults with staff regarding learning from group sessions, practice skills, receive support, and referrals for services in the community. Clients also can be referred for prevocational services thru the On-the-Job Assessment (OJA) at RAMS-Hire Ability (HA) and Learning Needs Assessment (LNA).

Essential Job Duties include, but are not limited to:
Oversee the collaborative program with the WDD of the City and County of San Francisco which includes (a) JPA, a 6-week comprehensive employment support activity that includes modules focused on job readiness – vocational assessment, job search, and skill development to assist PAES participants with job acquisition and job retention; (b) providing one-on-one individual sessions to provide coaching to participants; (c) Round Tables with WDD staff to provide input on participant progress and recommendations for next steps, and other such initiatives
Collaborate with WDD and RAMS Hire-Ability Vocational Services to conceptualize services to improve the effectiveness of the program and also take into consideration the changing needs of the JPA participants
Oversee planning, design, implementation and outcome of support groups and workshops for participants, topics may include anger management, communication skills, mood regulation, mindfulness at the workplace, etc.
Provide ongoing consultation to and collaboration with PAES and JPA related personnel (including Employment Specialist, Vocational Assessors, GEPS trainers, and their supervisors and managers) at Human Services Agency, on program level issues and best possible placements for participants
Provide both administrative oversight and supervision to the RAMS-JPA and OJA staff, including Vocational Rehabilitation Counselors and Vocational Rehabilitation Worker/Trainer
Oversee and coordinate the LNA for clients referred by WDD, including scheduling, exchange of referral information, completion of reports
Collaborate with Director of Vocational Services at HA in the operation of the shelter workshop and café for the OJA participants
Maintain timely administrative, assessment, and program records and documentation related to client care and in accordance to standards specified by RAMS policies, clinical standards, and oversight agencies, i.e. HSA/WDD
Involve with development, implementation and analysis of participant and program outcome
Participate in case conferences, program team and staff meetings, in-service trainings and other staff development activities

Participate in and facilitate various client outreach activities to further support engagement and retention in behavioral health services, as requested
Participate in various educational & training workshops relating to behavioral health, physical health, and/or substance use issues and psycho-educational topics and may facilitate such meetings for clients, other professionals & program staff, and/or the community-at-large, as needed
Perform other duties as assigned
Minimum Required Educational level & Experience:
Master’s degree in Psychology, Marriage & Family Therapy, Rehabilitation Counseling, Social Work, or other related fields from an accredited institution, required
Valid clinical licensure in California (i.e. LPCC, PsyD, PhD, MFT, LCSW) Board of Behavioral Health or Board of Psychology
At least two years of experience in supervising Behavioral Health staff
At least two years of experience in collaborating with other government agencies and/or community service providers on program development and management
Demonstrated experience in providing consultation to other service providers on behavioral health issues of participants
Demonstrated experience in engaging target population (single adults enrolled in a welfare-to-work program)
Demonstrated ability to engage participants in small and large group activities and conduct psychoeducation workshops
Demonstrated ability to conduct clinical & functional assessments of clients with behavioral health and physical issues, highly preferred
Five years of demonstrated experience in providing community-based behavioral health, mental health, and/or substance abuse services or vocational rehabilitation services to adults, indigent & underserved populations, with mental health and/or substance use problems, highly preferred
Demonstrated knowledge of various treatment and engagement modalities, including psychoeducation, assessment, short-term counseling/therapy strategies, crisis intervention, group processes & approaches, and wellness recovery principles (together with knowledge of stages of recovery, harm reduction approach, and motivational interviewing) and / or vocational rehabilitation in working with clients who have mental health or substance abuse/dependence or co-occurring substance use problems, preferred
Familiarity with vocational rehabilitation models of practice and counseling strategies
Other Requirements:
Familiarity with systems of care in San Francisco, including the service organizations, philosophy of care, levels of care for clinical services, and the delivery of such services, highly preferred
Familiarity with the San Francisco community resources/services (e.g. health, mental health, substance abuse, vocational, housing, etc.), highly preferred
Strong commitment to the philosophy, goals, & mission of RAMS in advocating for and providing community-based, culturally competent, and consumer-guided behavioral health services to the community
Commitment to engaging in professional development activities such as trainings, continuing education seminars, case conferences, and reviewing up-to-date materials, etc., as related to treatment strategies for the population
Strong interpersonal skills and ability to work effectively, function independently, and interact professionally with a diverse, multi-cultural, and interdisciplinary staff of all levels
