Program Manager II, CBO Networks for Healthcare Contracting
The overall responsibilities of the Program Manager II will be to:
Ensure that all project deliverables are completed timely, within budget and in high quality
Assist in convening Southern California social service agencies to bring them into a formal network
Assist in forging relationships with Southern California healthcare organizations to promote the value of the social service network in achieving goals of better health, better care and lower costs for members and patients
Help set up network business infrastructure
Implement the process of selecting and deploying consultants
Ensure follow through in contract negotiations
Participate in development of communication strategy, materials and key messages
Lead or participate in presentations at national conferences and other dissemination efforts
Help coordinate with similar efforts across the country, including Merrimack, Health Foundation of South Florida, the other organizations included in the ACL technical assistance initiative, and the Evidence-Based Leadership Council
Assist in deploying national advisory/ambassadors to disseminate learning and products
Draft materials for the national learning community
In detail, the responsibilities of the Program Manager II include:
Network Formation:
Create Agendas & Work Plans for collaboratives/networks
Draft policies and agreements based on discussions within each collaborative: Scope & purpose of network, membership criteria, roles & responsibilities of members vs. Partners/network office, organizational structure for network.
Draft MOUs; later work with lawyers to draft affiliation or incorporation agreements.
Draft budgets, dues structures
Network Work:
Draft/finalize agendas together with network chair, CEO & VP IFC
Ensure successful planning and implementation for network meetings
Set up committee structure and ensure committees progress per plans
Schedule & calendar meetings
Ensure adequate planning for meeting logistics (location, parking, food, handouts, equipment, etc.)
Set up and implement systems to ensure meeting follow through, assignments, tracking
Consultants
Identify need for consultants and develop scopes of work
Create and circulate RFPs
for consultants
Interview and select consultants
Complete contracts
Primary liaison for consultants – overseeing accomplishment of scope of work
Establish Network Business Office, Business Plan, & Infrastructure (to the extent this is not a contracted function per decisions of the network members)

Draft content for promotional materials and work with internal &/or consultant communications team
Deploy internal team and consultants to create a look and layout for project and network materials, websites, etc.

Work with consultant to prioritize and support development of business case statements for each service and target audience, per proposal
Work with communications to turn the content into sharable materials that can be incorporated into presentations, proposals, or brochures~.~
Healthcare Org Relationships
Work with CEO to engage champions within the healthcare community (CAPG, HASC, etc.) to promote the value of CBOs in healthcare
Identify targets for CEO, help set up and attend meetings, then ensure relationships continue to develop toward eventual pilots and contracts
Document content of meetings/discussions
Follow-up from meetings
CME/CEU
Create curricula/PPT
File paperwork for CEU/CME
Reach out through CAPG, HASC, etc. to schedule CME/CEU for meetings and conferences
Schedule sessions – coordinate logistics with host
Healthcare Contracts
Write proposals to healthcare organizations
Work with CEO, legal counsel~,~ and contracts manager to set up contracts with healthcare organizations
Advisory
Determine how to use the advisory group
Carry out deployment of advisorygroup
Coordinate with Massachusetts
Determine primary liaison with HLCE
Work together to create agendas for meetings
Collect input on tools
Co-present at conferences
Arrange at least 2 annual in-person meetings
IT Systems
Serve as SharePoint Administrator for the networks and the overall initiative, ensuring that materials are kept up to date; Help network members make appropriate use of SharePoint
As appropriate, deploy SalesForce or other CRM in accordance with agency IT plan
Evaluation
Collaborate with and support evaluation team, data collection, etc.
Toolkit Development
Distill notes from all meetings into sharable learnings
Collect and refine materials from all meetings to turn them into tools for networks and national learning collaborative
Observe iterations of agreements and note key issues discussed and how these were resolved
Observe dynamics at meetings
Follow email conversations and extract learnings
Learning Community & Dissemination
Convene meetings, webinars, etc.
Work with communications to establish an initiative webpage and keep it current
Suggest opportunities and make presentations with other project leaders
Writea
~A~rticles together with evaluation team and other project leaders
Requirements:
MPH or equivalent with at least 5 years of experience
Ability to work in a highly hands-on and integrated team environment
Ability to handle multiple assignments, prioritize, and keep leaders informed of problems
Excellent writing and analytical skills
Extremely organized and able to keep track of details and follow through
Excellent social skills in professional healthcare relationships and dealings with colleagues and employees
Good presentation skills
