Program-Project Manager – HomeSight – Seattle, WA

HomeSight is a non-profit community development corporation committed to building strong, vibrant communities through homeownership, economic development, and neighbourhood revitalization. We develop affordable housing, provide first-time homebuyer education and counselling, and make loans to qualified buyers. We work closely with resident and business groups in Southeast Seattle to foster equitable economic development.

We are seeking a talented and qualified Project Manager to lead the Ready to Work Program (RTW). HomeSight was awarded an $800,000 grant to implement the project in partnership with the City of Seattle Office of Immigrant and Refugee Affairs, community based organizations (CBOs), workforce partners and the Seattle Colleges. RTW is a prototype model of English Language Acquisition and employment. Our goal is to empower and support immigrants, refugees and others to overcome barriers to reach milestones on their difficult journey to economic stability, quality jobs and integration into life in Seattle. Highly developed skills and demonstrated accomplishment in managing projects in a multi-stakeholder environment with colleges, workforce intermediaries and community organizations serving immigrant and refugee English language learners and jobseekers

Demonstrated expertise in best practices in English Language Acquisition programs

Demonstrated expertise in developing and managing complex budgets with multiple funding sources

Demonstrated expertise and knowledge of the needs of immigrant and refugee English language learners and communities

Highly evolved Leadership, Communications and Interpersonal Skills

Demonstrated understanding of public policy relating to Immigrant and Refugee Affairs

Demonstrated accomplishment in managing complex projects from start up to scaling

Core Duties:

Regularly meet with and report directly to the Executive Director of HomeSight

Meet on a regularly scheduled basis with the OIRA RTW Program and Policy Specialist to report progress, troubleshoot issues, and to access technical and advisory support

Ensure that all aspects of the RTW program is implemented in compliance with all of the design elements set forth in its contractual agreement with the City of Seattle, Office of Immigrant and Refugee Affairs (OIRA)

Monitor the progress of the project and make adjustments as necessary to ensure the successful completion of the project

Ensure that HomeSight meet all of its obligations to OIRA including compliance all legal and Federal Community Development Block Grant regulatory requirements

Ensure that in the implementation of RTW that HomeSight meet all of the administrative, fiscal, programmatic, and reporting requirements to OIRA

Serve as HomeSight’s contracts officer overseeing the implementation of several subcontracts and agreements with partner organizations including but not limited to:

A Primary Community Based Organization (PCBO)

Other Community Based Organizations comprising a ‘Collaborative”

Seattle Colleges

Literacy Source

Other Organizations to be determined

Ensure that all of HomeSight’s Ready to Work partner sub-contractors: The Primary Community-Based Organization, Associate CBOs, the Seattle Colleges, and Literacy Source fulfill their budgetary, administrative, reporting and programmatic obligations under their respective agreements in keeping with the required timelines and at the required level of quality standards in keeping with all of the agreed upon design elements

Facilitate and Serve on a Five (5) member Project Leadership Team which will include the Primary CBO Program Manager, representatives of the Seattle Colleges, Literacy Source and OIRA

Work in close cooperation with the Primary CBO Program Manager in supporting the work of and be actively engaged with three key RTW workgroups: 1.) Marketing, Recruitment, & Outreach; 2.) Instructional Team; and 3.) Employment Team

Work in close cooperation with OIRA in developing and implementing a cross-organization filing system, data system, tracking mechanisms, and reporting systems that ensure the accurate and timely collection and reporting of data and information required in HomeSight’s agreements with OIRA

Working closely with OIRA, create and implement a performance monitoring and tracking system and protocols that ensure real-time and accurate reporting of the full range of outcomes and performance measures required in HomeSight’s agreements with OIRA

Participate in Quarterly Meetings of the Ready to Work OIRA Steering Committee and other meetings as needed with other RTW partners including RTI International (RTW Program Evaluators) and with Literacy Work International (RTW Educational Consultancy)

Preferred Qualifications:

Master’s Degree in Education, Human Resources or a field closely related to the project

Ten (10) years of experience in Adult Education, Employee Development and Employment Services

Advanced User of Excel, Database Software and Word Processing

Some flexibility as to working hours which may include work outside of normal business hours
