Quality Assurance Manager – Community Service Society of New York

The Community Service Society (CSS) is an independent, not-for-profit organization that has been at the forefront of public policy innovations that support low-income New Yorkers for more than 170 years. CSS runs a statewide Navigator Network, which helps consumers find and enroll in health coverage under the Affordable Care Act and Community Health Advocates (CHA), which is a health consumer assistance program housed at CSS. CHA runs a toll-free central hotline and coordinates a statewide network of specialist agencies and community based organizations (CBOs) which can help consumers and small businesses in the communities where they live and work. All of these services are free for New York health care consumers and small businesses. CSS also coordinates the Health Care for All New York Campaign, a coalition of 170 groups dedicated to securing quality, affordable coverage for all New Yorkers. The New York State Department of Health recently awarded CSS a five-year contract to run a Facilitated Enrollment program for Disabled, Aged and Blind consumers (FE-DAB).

Job Description:

Provide in-person enrollment assistance to consumers applying for government-sponsored health insurance, with a specific focus on consumers who are aged 65 or older, have disabilities or are blind;
Manage contracts of community-based organizations providing in-person enrollment services;
Conduct quality assurance reviews of applications completed by facilitated enrollers at community-based organizations;
Conduct site visits to community-based organizations in Upstate New York to observe enrollment services and provide technical assistance;

Provide technical assistance to community-based facilitated enrollers;
Develop training materials, educational materials and resources (one-pagers) for facilitated enrollers;
Coordinate and facilitate monthly meetings and case clinics (including the identification of speakers to present to the network);
Identify trends and issues encountered by facilitated enrollers;

Maintain thorough case records of services provided;
Other responsibilities identified by Supervisor.

Job Requirements:

A minimum of one year experience providing assistance to consumers and/or advocates on health insurance and health care access issues
Academic background in public health, social work, public administration, or health law strongly preferred
Microsoft Office proficient
Ability to write clearly, concisely and keep detailed notes of all communications
Research and database management skills preferred
Strong communication skills
Competency in languages other than English strongly preferred
