The Senior Director of State Health Policy is responsible for overseeing state legislative and regulatory tracking and analysis on priority public health issues, conducting legal research and analysis to identify trends and promising approaches as well as potential barriers, monitoring and analyzing judicial decisions impacting state health agencies and public health programs. The Senior Director is a member of the ASTHO Health Systems Transformation (HST) Team and reports directly to the Chief of Health Systems Transformation. The Senior Director is also a member of the ASTHO senior management team, which proactively works to fulfill ASTHO’s strategic priorities, goals of relevant ASTHO policy committees, and activities identified in federally-funded and privately-funded cooperative agreements.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Primary Responsibilities:
• Overseeing legislative and regulatory tracking and analysis on priority public health issues and communicating information on trends and emerging issues on behalf of the organization.
• Conducting legal research and analysis and monitoring relevant case law impacting state health agencies and public health.
• Providing oversight for ASTHO’s peer networks of Legislative Directors and Legal Counsel as well as the Legislative Directors Committee and the Public Health Law Workgroup.
• Writing grant proposals and managing work plans and budgets on a day-to-day basis including federally funded projects in public health law and policy, cooperative agreements with the Centers for Disease Control and Prevention, and other grant or contract agreements as required.
• Seeking new and diversified funding to support ASTHO’s members in related areas of public health law and policy.
• Functioning effectively in a team environment including identification of cross-cutting law and policy issues with other ASTHO programmatic areas.
• Planning project activities, including forecasting and translating deliverables to meet member and grantor needs.
• Fostering collaborative relationships with representatives from other national public health organizations, ASTHO affiliates, federal agencies, and other organizations.
• Representing ASTHO on advisory committees and at national conferences, which includes formal professional presentations to a wide variety of audiences
• Working with other ASTHO programs to develop, propose, and implement cross-disciplinary projects.
• Planning and implementing activities related to program evaluation, including articulation of project goals, objectives, and intended outcomes
• Supervising and evaluating project staff which includes, but is not limited to the senior analyst for state health policy
• Writing and editing project deliverables including legislative summaries, the legislative prospectus as well as other policy updates and issue briefs.
• Carrying out logistics associated with event (meetings, webcasts, etc.) planning
• Seeking funding opportunities and developing partnerships to support efforts that will ensure projects’ financial sustainability.
• Serving as a resource to members on issues related to legal/policy issues and responding to technical assistance requests from members.
• Performing other duties as assigned.
MINIMUM QUALIFICATIONS:
• Juris Doctorate and Masters in public health, science or administration (MPH, MS, or MA) with a focus on health law and policy.
• 5-7 years of demonstrated supervisory experience.
• 5-7 years relevant work experience in public health law, public policy and/or related knowledge of project focus area.
• Strong understanding of the state legislative and regulatory process.
• State or local public health, health, and/or association experience preferred.
• Experience in managing federal grants/cooperative agreements or foundation grants.
KNOWLEDGE, SKILLS AND ABILITIES:
• Excellent written and oral communication skills; ability to write about and describe complex concepts in easy-to-understand language.
• Interpersonal skills needed to coordinate, manage and execute multiple projects.
• Ability to develop project measures of success, analyze progress, evaluate outcomes, and forecast needs.
• Ability to track and analyze related project issues and legislation at federal and state levels.
• Ability to work with large networks and to represent ASTHO at meetings and conferences on project-related issues.
• Demonstrated success in seeking funding opportunities.
• Highly proficient in leading an expert team of public health professionals and providing executive level staffing support.
• Demonstrated expertise in formal presentations to audiences of at least 100.
