POSITION OVERVIEW
The Statewide Engagement Manager will build relationships, lead campaigns and develop resources to further the statewide policy efforts for Cascade Bicycle Club, a 501(c)(3) nonprofit and Washington Bikes, a (501)(c)(4) nonprofit affiliated with Cascade. This position reports to the Statewide Engagement Director and is part of the Policy Department.
The Statewide Engagement Manager will work directly with local, regional and statewide jurisdictions, community leaders, business owners, elected officials and staff to collaboratively improve lives and communities through bicycling. The candidate will have expertise in community organizing, transportation or legislative policy and strategy, and use that expertise to mobilize others to support bicycle friendly policies, infrastructure and funding decisions.
DEPARTMENT OVERVIEW
The Policy Team works to make it easier and safer for those that bike, and to create new opportunities so that everyone can envision themselves on a bike. Current priorities include advocating for funding that connects communities across the state with high quality bikeways and regional trails. Through Washington Bikes we work to elect bike-friendly leaders and implement bike friendly policies.
CASCADE CORE RESPONSIBILITIES
Develop partnerships with stakeholders across the state to promote bicycle-friendly policies across the state
Grant fulfillment with Washington State Department of Transportation (WSDOT) for both the Permanent Bike Counters Project and the annual one-day Bike Count
Leverage Cascade events and partnerships to assist the expansion of our business engagement program statewide
Partner with jurisdictions, community groups and other stakeholders to build support for the development of U.S. Bicycle Route System network through Washington
Expand and deepen partnerships around diversity, equity and inclusion
Develop materials for the Resource Hub and assist with programs that help build capacity for statewide advocacy
Assess what resources would be most helpful at advancing our priorities around the state
Write communication materials to promote partnerships from around the state for Pedal Magazine and blog posts
Assist in developing the Advocacy Leadership Institute training program to grow statewide
Willingness to travel within Seattle and statewide 5-10% of the time, a personal vehicle is not required for this role
WASHINGTON BIKES CORE RESPONSIBILITIES
Work with Statewide Policy Director to identify candidates and support with targeted field campaigns, including but not limited to phone-banks, doorbell days and fundraising
Collaborate with a variety of partners — from agency staff to elected officials to community advocates — to build strong support for bicycle projects and funding statewide
Assist in promotion and fundraising for the Washington Bike PAC

MINIMUM QUALIFICATIONS
3 years applicable experience
Strong written and spoken communication skills
Proven ability to build strong relationships with various levels of stakeholders
Ability to analyze and understand local, statewide, and national implications of proposed legislation
DESIRED QUALIFICATIONS
Experience working for a statewide organization
Field organizing experience
Experience with make decisions that balances the perspectives of private citizens, public officials and other stakeholders
Negotiations, mediating and/or debate experience
Ability to manage projects with firm deadlines and many stakeholders
Experience working with Salesforce
Due to the large-scale nature of events and their importance to the fiscal well being of Cascade and Washington Bikes, staff members are required to work several events a year, a mix of mandatory all-hands events and choice events. This position may also require some evening and weekend work.
SALARY RANGE
$45,000 – $50,000 annually
