ASSOCIATE CHIEF MEDICAL OFFICER– FAMILY PRACTICE
(Exempt/Non-Union/Limited Term June-Dec 2016)
Salud Para La Gente (SPLG) provides high quality, comprehensive and cost-effective healthcare to underserved low-income communities in the Monterey Bay area, including Santa Cruz County and North Monterey County. We began in Watsonville in 1978 as a storefront “free clinic”. With the ever growing need for health services, in 1992 we became a federally qualified community health center. Today we are a primary health care network with 14 clinic sites and continue to provide high quality services to patients of all ages.
We are seeking a dynamic, organized and detail-oriented Associate Chief Medical Officer – Family Practice to provides medical administration for a non-profit community health clinic and its staff and perform duties and responsibilities of the Family Medicine Physician under the direction of the Chief Medical Officer and in close working relationships with the Clinic Manager and Medical Officer.

Responsibilities include, but are not limited to, the following:

Conducts ongoing coaching for improved performance sessions for providers, mid-level practitioners and lab managers and discuss other staff performance concerns with other managers as appropriate.
Works with the Chief Medical Officer, Fiscal Officer and Board to strategically plan the future medical direction of the clinic as needed.
Provides input to Chief Medical Officer on grant funding opportunities to support medical services as needed.
Assists with the recruitment of providers/mid-level licensed staff.
Assists Chief Medical Officer in other medical/leadership duties as assigned.
Performs annual performance evaluations on all providers, mid-level practitioners and Laboratory Manager.
Works in conjunction with the Clinic Business Manager and MA Team Leader to insure optimal patient flow.
Insures the availability of needed hospital services by maintaining on staff at least one physician with admitting privileges to a local hospital.
Explores agency ability to form collaborative working relationships and strategic alliances with external members of the health care delivery system.
Assists Chief Medical Officer in preparing a monthly report for the Board of Directors, monthly Medical Provider Meeting, outlining quality assurance/management reports, internal and external medical audit findings, policy and procedures status reports, collaborative meeting report, and monthly provider productivity outcomes etc.
Acts as the ACMO in charge of Clinica del Valle del Pajaro and specifically leads the PCMH transition and implementation process.
Based on your request, six hours of administrative hours per week on or off-site, without additional salary increase.
May provide in-service training to staff.
Forms liaisons with appropriate professional societies, educational institutions, and community organizations to enhance agency ability to continue to deliver medical care to target population.
Becomes familiar with all clinical funding sources and contracted health plans; stays informed of reimbursement practices and reporting requirements mandated by funding sources; works with Clinic Business Manager, administrative and fiscal staff to insure that funding sources, clinical program objectives and targeted outcomes are achieved;
Attends and participates in all agency staff meetings, medical management meetings, quality assurance/quality Management meetings, clinic administrative/fiscal planning meetings and management team meeting.
Works with the Board and Administration towards fulfilling agency mission.
Takes telephone calls as assigned for Salud patients after hours, weekends, and holidays. Will also provide health care to our patients at local nursing homes.
Required to document patient encounters utilizing Electronic Health Records (EHR)
MANAGEMENT/SUPERVISION
Works with scheduling and provider staff to insure achievement of provider productivity standard.
Directly supervises MA, and consults with physicians and mid-level practitioners; delineates clinical privileges for physicians and mid-levels.
Directs pharmacy and drug distribution services, including; procurement, storage, distribution, and control of all drugs; development, coordination, supervision, and review of the drug distribution service; training of persons who participate in drug distribution services; maintenance of formally list.
Oversees arrangements for delivery of medical in-service training’s during periods when agency is experiencing fiscal constraints may arrange for group or computerized self-instruction for staff CME, participate in continuing education programs to remain current on professional development and practices and to maintain licensure.
DIRECT PATIENT CARE
Performs direct patient care, including history taking, physical examination, diagnostic procedures, therapy, and follow-up under established protocols. Also will take telephone calls as assigned for Salud patients after hours and weekends. Will also provide health care to our patients at local nursing homes.
Chronic diseases, and medications, etc. intervening where appropriate.
Institutes emergency measures in life-threatening situations.
Prescribes and administers routine medical treatment; plans and initiates health maintenance and rehabilitation for each patient, including methods such as special diets, exercises, vitamin supplements, immunizations, etc.; writes prescriptions for medication; orders and interprets laboratory analysis and X-rays; performs minor surgery and assists in major surgery.
Refers secondary conditions as necessary, assisting in further examination, diagnosis, and treatment; makes appropriate referrals to external and internal services for health and psychosocial needs, including follow-up to ensure patient compliance.
MEDICAL QUALITY ASSURANCE
Responsible for the efficient and cost-effective delivery of quality medical services to all patients treated by the clinic.
Working in conjunction with Human Resources, performs credentialing of all practitioners to ensure that, in addition to meeting licensing, certification and other legal requirements, all health personnel are qualified by training and experience to perform those services they are assigned to provide.
Acts as the authorized reviewer of medical policy, procedure and protocol standards; reviews, maintains, and develops standard of patient care.
Ensures that the Quality Assurance/Quality Management and peer review programs are functional and effective.
Responsible for insuring that medical policy/procedures are reviewed annually by provider staff.
Health Care Plan objectives for HRSA 330 Grant need to be attained. Responsible for Quality Measures as required annually by HRSA for your scope of service. Please see attached document (Health Care and Business Plan Formats Budget Period Renewal – Health Care plan) for focus area descriptions.
Central Coast Alliance for Health Quality Based Incentives, Health Plan Employer Data & Information Set (HEDIS) performance measures need to be attained. Responsible for Central Coast Alliance for Health quality based incentives as required annually by CCAFH for your scope of service. Please see attached form (Quality Based Incentives: HEDIS-Based Clinical Measures Description) for a brief description of each measure.
Quarterly – written quality of care up-dates including statistics on HEDIS and 330 Plan Objective need to be attained.
Participate in Medical Quality review committee (MQRC). As per request by the Chief Medical Officer.
Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Valid California Physician’s License
Maintains an updated CPR certificate, valid California driver’s license, and valid DEA license; submits copies of renewed licenses and certificates to Human Resources.
Board Certified or Board Qualified in Family Medicine, preferred.
Fluent Spanish/English.
Eligible for Physician’s Assistant Supervisory license.
Ability to obtain/maintain hospital admitting privileges at local hospital.
Prior administrative experience or desire to obtain it.
