CLARE Foundation is a nonprofit organization providing compassionate treatment and recovery services for alcoholism and substance abuse to individuals, families, and the community.The Homeless Services Contracts Coordinator oversees two homeless services grants for CLARE Foundation.Responsibilities include overseeing the accuracy of implementation and ensuring compliance of a City of Santa Monica homeless services contract and launching a SAMHSA grant.This position also supervises two certified Alcohol & Drug Counselors who provide services both at CLARE Foundation and to our community partners at the partnering agencies sites.
Major Areas of Responsibility:
Manage Contracts/Grants for SAMHSA and City of Santa Monica homeless services; Oversee AOD counselor assigned to contracts/grants; Housing Outreach and Resource Development; Community liaison between CLARE Foundation, community partners, and contracting agencies; Understanding of modalities utilized to treat population successfully including Harm Reduction, Housing First, Motivational Interviewing, & Critical Time Intervention Models.
Primary Objectives:
Contract management of homeless services grants; Communicate with community members in regards to homeless services collaboration; Ensure contracts are in compliance and on target; Assist clients in housing needs; Assist community members in linking services between CLARE and other collaborating agencies
Specific Responsibilities:
Maintain accurate documentation per contractual obligations; Conduct research, outreach, and public relations to build a pool of housing resources. Develop and maintain these relationships; Possess continual knowledge of current funding opportunities and new laws affecting Los Angeles agencies and the homeless population; Attend community/interagency meetings and represent CLARE in a professional manner.
SAHMSA Homeless Services Grant:
Possess a comprehensive understanding of the requirements of the grant, and organize and coordinate with partnering agencies, including facilitating meetings, to ensure grant compliance and comprehensive case coordination; Assist in bi-annual reports to meet grant funding requirements; Understand the GPRA enrollment database system; Track grant enrollee status and work closely with evaluators; Drive advocacy and policy initiatives of the grant, including organizing the Consortium and serving as an ambassador for CLARE in community advocacy/policy meetings.
CCM Contract:
Possess a comprehensive understanding of the requirements of the grant to ensure compliance and
comprehensive case coordination; Attend and actively participate in case conferences and related trainings; Ensure database is accurate and current; Participate in collaborative relationships between CLARE and established partners; Liaison between CLARE Foundation and City of Santa Monica in relation to grant.
Knowledge, Experience & Skills:
The ideal candidate will have contracts management and homeless services experience and a strong understanding of co-occurring disorders.In addition, the following are strongly desired:
* Preferred 4 year degree in human services or comparable combination of education/work related experience.
* Experience in working with persons struggling with addictions to alcohol and other drugs, homelessness, and mental health issues
* Experience in the field of housing placement and homelessness and a working knowledge of agencies and housing options for homeless within the Greater Los Angeles area.
* Knowledge of housing rights and the Continuum of Care for homeless persons.
* Must work well with colleagues, demonstrate sound judgment and have a positive attitude.
* Must be able to work well with diverse populations.
* Must be highly organized, with exceptional attention to detail.
* Excellent time management, verbal and written communication skills.
* Must be proficient in basic Microsoft Office software and internet and have the capacity to learn new programs quickly
* Ability to effectively resolve immediate conflicts and crises.
* Must have reliable transportation
